The MIL Corporation seeks a Quality Assurance Analyst II to support a Federal Government client at our Washington, DC location. The Quality Assurance Analyst II will serve as an Independent Verification and Validation (IV&V) Oversight Analyst on the implementation of large federal financial systems.

• Assess and recommend industry best practices while providing an objective assessment of applications, systems and processes on multiple government agencies
• Conduct formal and informal reviews at predetermined points throughout the software/system engineering life cycle
• Support the Project Manager to develop and execute the IV&V plan
• Execute all activities required to verify and validate the technical solutions and schedules

Required Qualifications
• BA/BS -OR- AA/AS and 15+ years of experience
• 5 years of experience in an IV&V/QA Oversight role, including relevant experience within the last 5 years
• 5 years of IT Reviews and Audit experience
• Knowledge of industry best practices such as IEEE, ITIL, CMMI, and COBIT
• Successful experience with similar projects
• Experience with risk analysis and reporting
• Expertise with MS Office tools
• Effective verbal and written communication skills, including very good presentation skills
• Excellent interpersonal and people skills

Desired Qualifications
• Experience with federal financial system implementations and large system migrations
• Experience with Department of Homeland Security (DHS) standards and regulations
• Experience with MD 102 DHS Acquisition Management Directive guidance (implementation and oversight)
• Subject Matter Expertise in any or all of the following: program management best practices, systems engineering, software engineering, Oracle financials implementation
• Experience with the IEEE STD 1012-2012 Standard for Software Verification and Validation
• Experience with Project Management Body of Knowledge (PMBOK) Guidelines
• Experience with IT Security Guidelines (NIST SP 800 series, ISO 27005 Framework)
• Current DHS clearance/BI preferred
