Job Type: Full-Time Location: 2100 Clarendon Blvd., Arlington *METRO-accessible*, Virginia       Are you a customer service oriented, hands-on Information Technology (IT) project manager? We are seeking a creative and passionate IT professional to create a Program Management Office (PMO) which will be the central point of technology project management across the County. The employee will be responsible for overseeing the PMO in setting and leading the strategic direction of the team; directly managing project staff; advising project sponsors, IT managers, and teams on the best use of project management disciplines and approaches; and working with other department leaders to define, prioritize, and develop projects and programs to ensure they meet organization goals and requirements.
 
This employee will work closely with the Business Relationship Manager and the Senior Solutions Analyst to ensure the strategic direction of the Department of Technology Services (DTS) and the County with regard to technology projects is being satisfied. 

Responsibilities will include:
  • Providing leadership and supervision to PMO staff; selecting internal and external project managers for IT initiatives;
  • Leading project managers and their teams in completing complex projects;
  • Implementing standardized project tracking and reporting tools, and overseeing project milestones/objectives and the delivery/completion in a matrix structure;
  • Partnering with key stakeholders across the organization to determine system and process requirements, developing solutions and options, performing cost analysis, and managing approved efforts to successful conclusion;
  • Providing work direction, coaching and performance feedback to project managers and Services staff while establishing and maintaining positive relationships with relevant business partners;
  • Partnering with business leaders to develop key performance indicators and project governance guidelines and templates;
  • Working with County technology leaders to enable company wide planning, identifying and prioritizing opportunities that could be scaled; and given the rapid pace of change, lead revisions to priorities as necessary;
  • Establishing and managing processes that support the Project Steering Committee's ability to debate and determine priorities and availability of resources;
  • Developing and delivering reports that communicate the business value of ETAS' technology initiatives to the County and community; and
  • Serving as the first point of contact for project management queries and information; and advocating best practices in project management.
The ideal candidate will have a wide degree of creativity and a strong background in the concepts, practices, and procedures of IT project management to lead and direct the work of others.
 Selection Criteria: Minimum Qualifications: Bachelor's degree in Engineering, Business or a related field plus extensive experience in IT project management. Typically, this type of knowledge and experience is obtained through graduation from college with a Bachelor's degree in Computer Science, Information Systems Management, Mathematics, or a related field, as well as substantial experience directly related to area of assignment, including experience managing large IT programs and coordinating or supervising the work of others. 

Substitution: Additional qualifying experience as defined above may be substituted for the education requirement on a year-for-year basis.

Other key areas of consideration:
  • Experience leading and/or establishing PMO at an organization.
  • Experience managing a team of project management professionals.
  • Demonstrated experience with strategic and operational planning, resource allocation, leadership techniques and coordinating people and resources.
  • Experience defining governance/project management frameworks and measuring adherence.
  • Demonstrated experience in influencing, guiding and providing mentorship to varying levels of staff.
  • Experience running large projects/programs using Waterfall and Agile techniques
  • PMP, Agile or Scrum certifications a plus.
  • Experience in Microsoft Projects, Visio or similar tools.
  • Experience in O365 productivity and collaboration tools.
  • PMO or Six Sigma Black Belt certification.
  • Excellent organizational skills and experience working under pressure and deadlines.
