Job Type: Full-Time Location: 2100 Washington Blvd., Arlington, VA (Sequoia Plaza) *ART Bus Accessible*, Virginia       This position is located in the Public Health Division in the Arlington County Department of Human Services. The Arlington County Public Health Laboratory provides clinical services for the following clinics: Chest, Refugee, Family Planning, WIC, Occupational Health, Maternity, and STI. The employee in this position is responsible for coordinating and monitoring the completion of accurate, timely and cost effective clinical laboratory examinations and for providing technical supervision to a staff of four including laboratory technologists and laboratory assistants.

Specific duties include:
  • Overseeing the Public Health Laboratory's adherence and performance relative to required evaluations and inspections and ensuring these functions are in line with the federal government, state government, and outside accrediting organizations;
  • Coordinating and scheduling the work assignments of technical staff, providing support as needed;
  • Monitoring and evaluating staff performance in all testing areas through direct observation, proficiency testing, competency assessments, and daily review of all test results;
  • Monitoring and updating an extensive quality assurance program;
  • Overseeing purchasing functions (meeting with vendors to discuss new products and pricing), and maintaining inventory;
  • Maintaining and updating a complex Laboratory Safety Program which entails coordinating in-service programs;
  • Researching new laboratory procedures;
  • Training lab staff in new laboratory procedures and training clinic staff in waived testing procedures;
  • Providing phlebotomy support as required;
  • Providing support in all areas of laboratory testing including serology, hematology, clinical chemistry, parasitology, and general microbiology; and,
  • Assuming administrative authority during the absence of the laboratory Bureau Chief; and
  • Completing assigned special projects as required.
The successful candidate will have strong oral and written communication skills and the ability to establish and maintain effective working relationships with a diverse group while working in a collaborative team environment.
 Selection Criteria: Minimum:
Full Performance Level: Bachelor's degree in Medical Technology, Clinical Laboratory Science, Chemical, Physical, or Biological Science from an accredited college or university, plus four years of experience in high-complexity medical laboratory testing which included a minimum of 6 months experience in the five subspecialties of microbiology, parasitology, immunology, chemistry, and hematology.

Trainee Level: Same as above except that only three years of experience in medical laboratory testing is required and candidates need 6 months of experience in each of only three of the cited subspecialties. 

NOTE: The laboratory at this worksite is a high-complexity laboratory under the Clinical Laboratory Improvement Amendments (CLIA) of 1988 and the person in this position must meet CLIA personnel requirements for technical supervisor.  These requirements are incorporated in the minimum requirements and permissible substitutions are listed below.

Substitution:  A Master's degree in a Chemical, Physical, Biological or Clinical Laboratory Science may substitute for 2 years of required experience.  A Doctorate in the above fields may substitute for 3 years of the required experience.  The requirement for 6 months specialized experience in the specified subspecialties applies in all cases.

Desirable:  Preference may be given to candidates with one or more of the following:
  • Certification as a Medical Technologist by the American Society of Clinical Pathologists (ASCP) or equivalent certifying agency;
  • A subspecialty experience profile which includes microbiology, parasitology, immunology;
  • Medical laboratory experience within the past two years;
  • Experience with troubleshooting and maintaining complex laboratory equipment;
  • Experience with inventory and purchasing procedures;
  • Experience coordinating the work of, and/or training staff;
  • Experience in a public health setting; and/or
  • Experience with Department of Environmental Quality regulations as they relate to regulated medical waste decontamination and disposal.

 Special Requirements: The applicant must possess, or obtain by the time of appointment, a valid motor vehicle operator's license from the applicant's place of residence or the applicant must have the ability and willingness to use alternative methods of transportation to perform assigned duties and responsibilities at locations other than the primary worksite. If the applicant possesses or acquires a license, the applicant must authorize Arlington County to obtain, or the applicant must provide a copy of the applicant's official state/district driving record. Any offer of employment may be contingent upon a favorable review of the applicant's driving record.

This position may be filled at either the full performance level or trainee level. If a trainee is hired, depending on qualifications, a training period will be established to last no longer than the equivalent of two years.  At the end of the training period, employee must meet experience, training and proficiency requirements for the journey level position. Once the candidate qualifies, the probationary period will begin.  Trainee salary starts at $53,019. 

Core work hours are 8:00 AM to 5:00 PM, Monday through Friday.  May include evening coverage as needed and occasional Saturday coverage.
