The selectee for this position serves as an ENGINEERING TECHNICIAN.

THIS IS AN EXPEDITED HIRING AUTHORITY ANNOUNCEMENT.  The Duncan Hunter National Defense Authorization Act (NDAA) FY 2009 provides that the Secretary of Defense can designate acquisition positions as shortage positions and recruit and appoint highly qualified persons to these positions.  This announcement is open to accept resumes from candidates interested in helping the Department of the Navy meet our mission requirements for the acquisition of systems, equipment and facilities.


This is a public notice announcement; under this recruitment procedure, each location/installation, identified in this public notice will make selections for vacancies as they occur. These positions are being filled under Expedited Hiring Authority (EHA) for acquisition positions located at Department of Navy installations identified in this public notice. Positions may be filled as permanent with a full-time work schedule. Pay will vary by geographic location.

  • In order to qualify for this position, your resume must provide sufficient experience and/or education, knowledge, skills, and abilities, to perform the duties of the specific position for which you are being considered.     Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-10 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Fulfilling quality assurance responsibilities in monitoring effective and compliance of contractor's quality control program on assigned construction projects; 2) Ensuring contractor adheres to contract safety requirements and takes necessary corrective actions including leading safety stand-downs and recommending dismissal of contractor personnel; 3) Support review and approval of government approved administrative and technical submittals; and 4) Review contractor production/quality control reports and document any discrepancies.

    Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Fulfilling quality assurance responsibilities in monitoring effective and compliance of contractor's quality control program on assigned construction projects; 2) Ensuring contractor adheres to contract safety requirements and takes necessary corrective actions including leading safety stand-downs and recommending dismissal of contractor personnel; 3) Support review and approval of government approved administrative and technical submittals; 4) Review and certify invoice payments-recommend retainage as applicable; 5) Serve as primary interface to contractor's field staff and onsite client representative; 6) Review contractor production/quality control reports and document any discrepancies; 7) Support construction manager in contract modification process including assistance with estimates, reviews, and negotiations; and 8) Investigate engineering problems that may arise on construction contracts such as unforeseen conditions, contractor requests for information, and dimension conflicts.

    DUTIES:
