The Duncan Hunter National Defense Authorization Act (NDAA) FY 2009 provides that the Secretary of Defense can designate acquisition positions as shortage positions and recruit and appoint highly qualified persons to these positions. MINIMUM QUALIFICATION REQUIREMENTS FOR GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector OR possess a Ph.D. or equivalent doctoral degree; OR 3 full years of progressively higher level graduate education leading to such a degree. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work OR have a combination of experience and education as described which, when combined, is equivalent to 100% of the qualification requirement. Specialized experience must demonstrate the following:
1) Applying theories, principles, practical concepts, processes, and systems related to marine, electrical, civil, or mechanical engineering sciences to provide input on the design, construction, operation, remodeling, and decommissioning of ship designs as a whole; 2) Evaluate contract plans and specifications design, construction, operation, remodeling, and decommissioning of ship designs as a whole. MINIMUM QUALIFICATION REQUIREMENTS FOR GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
1) Applying theories, principles, practical concepts, processes, and systems related to marine, electrical, civil, or mechanical engineering sciences to provide guidance to others on the design, construction, operation, remodeling, and decommissioning of ship designs as a whole; 2) Recommending corrective action pertaining to the design, maintenance, testing, safety and operation of ship system/equipment; 3) Conducting inspections of shipboard equipment and systems to identify problems and recommend improvements. MINIMUM QUALIFICATION REQUIREMENTS FOR GS-13: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Ensuring technical achievability, schedule performance, and cost control for structure, shock, and composites technology development efforts; 2) Identifying risks associated with technology development efforts; 3) Coordinating technology development efforts with ship design schedules and requirements.
