The selectee for this position serves as an Information Technology Specialist.

THIS IS AN EXPEDITED HIRING AUTHORITY ANNOUNCEMENT.  The Duncan Hunter National Defense Authorization Act (NDAA) FY 2009 provides that the Secretary of Defense can designate acquisition positions as shortage positions and recruit and appoint highly qualified persons to these positions.  This announcement is open to accept resumes from candidates interested in helping the Department of the Navy meet our mission requirements for the acquisition of systems, equipment and facilities.


This is a public notice announcement; under this recruitment procedure, each location/installation, identified in this public notice will make selections for vacancies as they occur. These positions are being filled under Expedited Hiring Authority (EHA) for acquisition positions located at Department of Navy installations identified in this public notice. Positions may be filled as permanent with a full-time work schedule. Pay will vary by geographic location.

    GS-11 Requirement: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to successfully perform the duties of the position. Specialized experience must demonstrate the following: 1.) Develops and refines internet services (e.g. web sites) to meet the needs of functional customers; 2.) Identifies and anticipates server performance, availability, capacity, or configuration problems; and 3.) Assisting customers with problem resolution AND I have IT-related experience demonstrating the following four competencies: ATTENTION TO DETAIL - I am able to review data from multiple sources and determine relevant information to a given situation. I draft, edit and disseminate written reports and status updates that are factual, timely and relatively error free; CUSTOMER SERVICE - I develop and maintain relationships with customers with diverse needs. I provide technical information about products and services. I assess the needs of customers and identify or tailor products and/or services to meet their needs. I resolve non-routine problems, questions, or complaints and direct the most complex problems, questions, or complaints to the appropriate person; ORAL COMMUNICATION - I communicate, explains, or defends ideas or information clearly. I listen to others and recognize potential miscommunications; PROBLEM SOLVING - I use logic to identify alternatives to solve technical problems. I identify and solve problems by gathering and applying information from a variety of materials or sources that provide several alternatives. OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or a degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks

    GS-12 Requirement: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Implements IT security tools and procedures; 2) Evaluate systems' compliance with IT security requirements; 3) Provides guidance in IT security policies and procedures; and 4) Coordinates activities designed to protect and restore IT systems, services, and capabilities AND I have IT-related experience demonstrating the following four competencies: ATTENTION TO DETAIL - I am able to review data from multiple sources and determine relevant information to a given situation. I draft, edit and disseminate written reports and status updates that are factual, timely and relatively error free; CUSTOMER SERVICE - I develop and maintain relationships with customers with diverse needs. I provide technical information about products and services. I assess the needs of customers and identify or tailor products and/or services to meet their needs. I resolve non-routine problems, questions, or complaints and direct the most complex problems, questions, or complaints to the appropriate person; ORAL COMMUNICATION - I communicate, explain, or defend ideas or information clearly. Specialized experience must demonstrate the following: 1) Executing information technology project management and Information technology/Information assurance strategy and guidance; 2) Maintaining multiple varied configurations of research, development, test and evaluation systems AND I have IT-related experience demonstrating the following four competencies: Attention to Detail - I am able to review data from multiple sources and determine relevant information to a given situation. I draft, edit and disseminate written reports and status updates that are factual, timely and relatively error free. Customer Service - I develop and maintain relationships with customers with diverse needs. I provide technical information about products and services. I assess the needs of customers and identify or tailor products and/or services to meet their needs. I resolve non-routine problems, questions, or complaints and direct the most complex problems, questions, or complaints to the appropriate person. Oral Communication - I communicate, explain, or defend ideas or information clearly. I listen to others and recognize potential miscommunications.
