THIS IS AN EXPEDITED HIRING AUTHORITY ANNOUNCEMENT.  The Duncan Hunter National Defense Authorization Act (NDAA) FY 2009 provides that the Secretary of Defense can designate acquisition positions as shortage positions and recruit and appoint highly qualified persons to these positions.  This announcement is open to accept resumes from candidates interested in helping the Department of the Navy meet our mission requirements for the acquisition of systems, equipment and facilities.


This is a public notice announcement; under this recruitment procedure, each location/installation, identified in this public notice will make selections for vacancies as they occur. These positions are being filled under Expedited Hiring Authority (EHA) for acquisition positions located at Department of Navy installations identified in this public notice. Positions may be filled as permanent with a full-time work schedule. Pay will vary by geographic location.

    BASIC REQUIREMENTS: Bachelor's degree in Operations Research; or a degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. NOTE: You must submit a complete copy of your transcripts or an itemized list of college courses which includes equivalent information from the transcript (i.e. school name, course title, semester/quarter hours, and grade/degree earned). All academic degrees and course work must be from accredited or pre-accredited institutions.

    MINIMUM QUALIFICATIONS FOR THE GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level in the Federal Service performing the following duties: using economic and statistical models to assist in operations research, participating in statistical analysis studies for business processes and operations, and testing economic data for use in management decision making. (NOTE: YOUR ANSWER MUST BE FULLY SUPPORTED BY THE EXPERIENCE DESCRIBED IN YOUR RÉSUMÉ.)

    OR 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree

    OR a combination of education and experience as described above.

    MINIMUM QUALIFICATIONS FOR THE GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 level in the Federal Sector performing the following duties: 1) Modifies analytical and cost estimating models through the use of mathematical and operations research techniques; 2) Appraises the adequacy of proposed or utilized cost procedures, techniques, methods, or assumptions; 3) Interprets Federal acquisition regulations and contracting procedures; and 4) Conducts cost estimating and analysis for air weapon systems and relationship to acquisition and support strategies.     MINIMUM QUALIFICATIONS FOR THE GS-13: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 level in the Federal Sector performing the following duties: 1) Applying pertinent laws, regulations, and procedures to assist in creating manpower plans and policies; 2) Using the principles, concepts, and practices of operations research, statistical and mathematical modelling, regression, and statistical data analysis to analyze operational processes; 3) Presenting/communicating operations research findings to support manpower, personnel, and/or training initiatives; and 4) Analyze effectiveness of applicant selection tests.
