JOB SUMMARY:

The selectee for this position serves as an Interior Designer in various locations.

THIS IS AN EXPEDITED HIRING AUTHORITY ANNOUNCEMENT.  The Duncan Hunter National Defense Authorization Act (NDAA) FY 2009 provides that the Secretary of Defense can designate acquisition positions as shortage positions and recruit and appoint highly qualified persons to these positions.  This announcement is open to accept resumes from candidates interested in helping the Department of the Navy meet our mission requirements for the acquisition of systems, equipment and facilities.

This is a public notice announcement; under this recruitment procedure, each location/installation, identified in this public notice will make selections for vacancies as they occur. There may or may not be actual/projected vacancies at the time you submit your application. Please read this Public Notice in its entirety prior to submitting your application for consideration. These positions are being filled under Expedited Hiring Authority (EHA) for acquisition positions located at Department of Navy installations identified in this public notice. Positions may be filled as permanent with a full-time work schedule. Pay will vary by geographic location.

    Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Utilizing interior design concepts, principles, and practices applicable to the design, layout, and construction of facilities; 2) Using computer-aided design and drafting software and hardware used in the preparation and presentation of concept designs and the preparation of final working drawings; and 3) Performing presentations of proposed designs and results of studies. NOTE: This information must be supported in your resume to be considered for the position. OR Have a Ph.D. or equivalent doctoral degree in a field that provided the knowledge, skills, and abilities necessary to do the work of the position; OR 3 full years of progressively higher level graduate education leading to such a degree in a field that provided the knowledge, skills, and abilities necessary to do the work of the position.

    Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Developing the total interior design concept for projects from the initial architectural start to completion of color design specifications and Furniture, Fixtures, and Equipment (FF&E) specifications; 2) Providing technical advice and guidance to client representatives regarding solutions to interior design problems; and 3) Producing final working drawings for various facilities (i.e., multi-story office buildings, operational facilities, personnel support facilities, industrial type shops, and housing). NOTE: This information must be supported in your resume to be considered for the position.

    Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying advanced principles and practices in interior design to investigate and provide consultative services on the entire range of interior design activities for facilities construction; 2) Conducting final inspection and acceptance of various construction and repair projects; 3) Administering complex construction contracts from pre-bid to contract completion; and 4) Providing leadership in interpreting codes, regulations, and standards applicable to interior design. NOTE: This information must be supported in your resume to be considered for the position.

    This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA) and requires additional education, training and experience.
