The selectee for this position serves as a General Business and Industrial Specialist in various locations.
THIS IS AN EXPEDITED HIRING AUTHORITY ANNOUNCEMENT. The Duncan Hunter National Defense Authorization Act (NDAA) FY 2009 provides that the Secretary of Defense can designate acquisition positions as shortage positions and recruit and appoint highly qualified persons to these positions. In order to qualify for this position, your resume must provide sufficient experience and/or education, knowledge, skills, and abilities, to perform the duties of the specific position for which you are being considered. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-10 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Conducting in cost comparison/benefit studies of current or projected programs; 2) Developing lifecycle cost analyses of projects; 3) Developing contracting out studies, statements of work and/or in-house bids for comparison to contractor bids; and 4) Analyzing data to derive relationships involving systems parameters, schedule, and cost variations. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Developing and evaluating process improvement initiatives; 2) Developing workforce planning and development processes; 3) Performing analysis and evaluations of work methods and procedures; and 4) Monitoring metrics to measure productivity and efficiency. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying knowledge of science, engineering, acquisition, business, administrative, and program management principles to produce tangible service or product results for an organization; 2) Applying knowledge of the function and performance of a Service Desk to include MAXIMO and eProjects applications, Structured Query Language (SQL), and work induction and flow processes; 3) Negotiating with professional firms, contractors, regulatory agencies, and other organizations on complex program or project matters; 4) Creating and presenting effective written and oral presentations necessary personnel to influence decisions and reconcile differing interests; and 5) Motivating groups and individuals throughout an organization by planning, organizing, and managing science, engineering, or acquisition projects. This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA) and requires additional education, training and experience. This position has been identified as having multiple Career Fields at Level II and III.
