THIS IS AN EXPEDITED HIRING AUTHORITY ANNOUNCEMENT. The Duncan Hunter National Defense Authorization Act (NDAA) FY 2009 provides that the Secretary of Defense can designate acquisition positions as shortage positions and recruit and appoint highly qualified persons to these positions. This announcement is open to accept resumes from candidates interested in helping the Department of the Navy meet our mission requirements for the acquisition of systems, equipment and facilities.
This is a public notice announcement; under this recruitment procedure, each location/installation identified in this public notice will make selections for vacancies as they occur. Multiple Positions may be filled through this announcement throughout the open period.
Vacancies from this announcement may be filled at the following grade levels: GS-05, GS-07. This announcement may be used to fill positions in other equivalent pay systems (i.e. NH, NJ, NK).
Positions may be filled as permanent or term with a full-time or part-time work schedule.
Pay will vary by geographic location.

Applicants must possess at least one year of specialized experience at or equivalent to the GS-04 grade level or pay band in the Federal service or equivalent experience in the private or public sector OR successfully completed all requirements for a bachelors degree in electrical engineering, electronics engineering, or electronics technology; OR 3 years of study in an accredited (by the Accreditation Board of Engineering and Technology, Inc. (ABET) curriculum in electronics; OR a full 4-year course of study leading to a bachelor's degree that included major study or at least 24 semester hours in any combination of courses such as engineering, physical science, technology, or mathematics. At least 12 of the 24 semester hours must have been in electronics courses. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to perform successfully the duties of the position. Specialized experience must demonstrate the following: applying basic principles, concepts, and practices sufficient to assist a senior technician in constructing simple components to meet specific frequency requirements, certain voltage rating, etc.
Applicants must possess at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to perform successfully the duties of the position. Specialized experience must demonstrate the following: applying, standardized rules, procedures, or operations that require training and experience in electronics theory, methods, and equipment sufficient to follow specific layout and schematic drawings to construct and package simple devices and subunits of equipment, such as power supplies, amplifiers, and oscillators.
Applicants must possess at least one year of specialized experience at or equivalent to the GS-06 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to perform successfully the duties of the position. Specialized experience must demonstrate the following: creating means of arranging, mounting, and wiring components in a chassis to ensure circuit components are securely mounted to avoid malfunctioning under extreme temperature, shock, and vibration conditions.

PART-TIME OR UNPAID EXPERIENCE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Positions filled from this announcement may or may not be supervisory. Positions that are supervisory/managerial require that first time supervisors/managers complete a one-year trial/probationary period if not previously completed in a competitive or other excepted service position.
Must be able to obtain an interim and/or final (e.g., confidential/secret/top secret, etc.) security clearance prior to entrance on duty AND must be able to maintain the required level of clearance while employed in the subject position. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA) and requires additional education, training and experience.
