Job Type: Full-Time Permanent Location: 2100 Clarendon Blvd., Arlington, Virginia 22201, Virginia       Are you interested in working in one of the most innovative multi-modal communities in the Country? Arlington County is seeking an experienced professional to lead and direct the County's Parking/Curbside Management Program. The County has over 5,200 metered on-street parking spaces, three publicly operated garages and over 50 off-street parking facilities. This employee will be responsible for planning, coordinating, and providing program management of curb space as well as on-street and off-street parking, while ensuring that the County uses the latest in parking technology for on-street payments, parking way-finding, and measuring on-street occupancy. This employee will aslo be responsible for supervising the County's Parking Program staff and providing guidance to the parking meter operations unit. The Program oversees the use of curb space and explores opportunities for bus transit, carsharing, bikesharing, vending zones, tour bus parking, parklets, and taxi service. The position will represent the County on program matters with the media, developers, the County Board, business communities, and residents.

Areas of responsibility include:
  • Developing, implementing and revising parking program policies and Parking Element policies within the County's Master Transportation Plan;
  • Managing the Car2Go Pilot Program, the Residential Parking Permit Program,and parking related capital projects;
  • Designing research efforts, conducting field and office research and analyzing information to support County efforts and positions;
  • Defining neighborhood and County-wide parking management improvement priorities;
  • Developing and implementing special projects and negotiating project costs, design, and schedules;
  • Coordinating with other County departments, including the Police Department, which provides parking enforcement, and the Department of Community Planning, Housing and Development (CPHD), which is responsible for building parking requirements;
  • Providing parking expertise, suggestions and recommendations to other County staff, residents, local businesses, developers and County officials related to new parking technologies, progressive pricing strategies, and new site plans or modifications of existing site plans;
  • Reviewing developers' garage plans and parking management plans;
  • Coordinating supply and demand parking studies to determine if the on-street and off-street supply is working efficiently;
  • Creating and preparing reports including ordinances, policies and documents; and
  • Coordinating Public Outreach efforts to solicit community input on parking initiatives and conducting presentations of parking data and materials.
The ideal candidate will have local government experience, will be a creative problem solver, have excellent communication and presentation skills, and have strong experience in land use planning, research analysis and on-street and off-street parking.
 Selection Criteria: Minimum: Bachelor's Degree in Planning, Public Administration, Civil Engineering, Transportation, Economics, Business Management or related field, plus extensive years of progressively responsible, full-time experience creating parking policies, planning/directing/coordinating research and analyses to implement a comprehensive parking program, and managing capital projects.

Substitution: Additional qualifying experience may substitute for the education requirement on a year for year basis.

Desirable: Preference may be given to candidates with the following experience:
  • Conducting parking studies to determine parking ratios;
  • Preparing reports, analyses, and recommendations for a County Manager and for board action;
  • Managing curbspace creatively;
  • Managing on-street parking and off-street parking in a local government environment;
  • Site plan review;
  • AICP or CAPP certification;
  • Presenting to elected officials, business leaders and civic associations;
  • Using Computer Parking Management System Software; and/or
  • Using Microsoft Office Suite Software.

 Additional Information: Work hours are typically 8:00 a.m. to 5:00 p.m., Monday through Friday, however work hours may vary based on business needs and may include evening hours as necessary.
