This vacancy is for multiple Supervisory IT Specialist positions in the Associate Director for Decennial Census Programs (ADDC) area located at the U.S. Census Bureau Headquarters Suitland, Maryland.

This position is ELIGIBLE for telework; additional criteria will be required (e.g., supervisory approval).

This is a NON-BARGAINING unit position. This position may be filled through means other than the competitive promotion process and more than one position may be filled within the U. S. Census Bureau under this announcement.

This is an open continuous announcement. The initial cutoff date for referral is September 28, 2016. After this date additional referral lists will be created as vacancies are available. This announcement covers multiple positions within the various Directorates of the U.S. Census Bureau through September 12, 2017.

  • Specialized Experience:

    For the GG-15, you must have one year of experience at a level of difficulty and responsibility equivalent to the GG-14 grade level in the Federal service. Examples of specialized experience include: leading project teams in advanced systems integration efforts including custom developed systems/components, and/or commercial off-the shelf (COTS) components, or combinations of these; providing technical leadership and broad programmatic oversight to guide managers and coordinate activities between offices for IT projects; managing activities relating to data tabulation, data review, and data products; managing the development of specifications and documentation for data processing systems; maintaining managed systems and secure configurations; maximizing performance and proactively monitoring systems; formulating and executing budgets; managing human and equipment resources, and personnel issues; developing operating policies and procedures; and applying methods, principles, and tools for managing IT projects on an enterprise level involving multi-million-dollar lifecycle costs.

    Education can not be substituted for experience at this grade level.

    For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below:

    • Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
    • Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
    • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
    • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
