This vacancy is for multiple Survey Statistician positions in the Associate Director for Decennial Census located at the U.S. Census Bureau Headquarters in Suitland, Maryland.

This position is ELIGIBLE for telework; additional criteria will be required (e.g., supervisory approval).

Relocation expenses may be paid.

This is a BARGAINING unit position.

This is an open continuous announcement. The initial cut off date for referral is April 29, 2016. After this date additional referral lists will be created as vacancies are available. This announcement covers multiple positions within the various Directorates of the U.S Census Bureau through April 14, 2017.


KEY REQUIREMENTS:
  • You must be a U.S. citizen.
  • You must successfully complete a background investigation.
  • A one-year probationary period may be required.
  • You must be registered for Selective Service, if applicable.
  • Basic Education Requirements for All Grades:

    A. Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.

    OR

    B. Combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.

    In addition to meeting the Basic Entry Requirements above, applicants must have the experience listed below.

    Specialized Experience:

    For GG-07, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Experience for this position includes assisting with experimental design, data analysis, sampling, forecasting, quality control, and operations research; using knowledge of research and study design and administrative processes from the formulation of concepts through specifications and analysis of output to the presentation of conclusions; assisting with the planning and execution of a variety of projects; conducting statistical analysis and preparing reports to provide recommendations on results; using a Master Address File; experience with a Systems Development Lifecycle; developing listing and mapping applications and collection methodology; using project planning techniques to plan, develop, and evaluate programs; and applying systems analysis techniques and in the use of statistical software packages and computer database tools.

    OR

    1 year of graduate level education or superior academic achievement.

    For GG-09, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Experience for this position includes assisting with performing experimental design, data analysis, sampling, forecasting, quality control, and operations research; using knowledge of research and study design and administrative processes from the formulation of concepts through specifications and analysis of output to the presentation of conclusions; using a Master Address File; experience with a Systems Development Lifecycle; developing listing and mapping applications and collection methodology; assisting with the planning and execution of a variety of projects; preparing reports and statistical analysis to provide recommendations on results; using project planning techniques to plan, develop, and evaluate programs; and use of statistical software packages and computer database tools. Or a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree that provided you with the knowledge, skills, and abilities to perform the work of the position.

    For GG-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Experience for this position includes using statistical theories and techniques that relate to experimental design, data analysis, sampling, forecasting, quality control, and operations research; using knowledge of research and study design and administrative processes from the formulation of concepts through specifications and analysis of output to the presentation of conclusions; planning and executing a variety of projects for the development of recommendations requiring technical and administrative judgment; using a Master Address File; experience with a Systems Development Lifecycle; developing listing and mapping applications and collection methodology; using project planning techniques to plan, develop, and evaluate programs; and use of statistical software packages and computer database tools.

    OR

    a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree that provided you with the knowledge, skills, and abilities to perform the work of a program analyst.

    For GG-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Experience for this position includes using statistical theories and techniques that relate to experimental design, data analysis, sampling, forecasting, quality control, and operations research; using knowledge of research and study design and administrative processes from the formulation of concepts through specifications and analysis of output to the presentation of conclusions; facilitating the planning and execution of a variety of projects for the development of authoritative recommendations requiring technical and administrative judgment; using a Master Address File; experience with a Systems Development Lifecycle; developing listing and mapping applications and collection methodology; conducting statistical analysis and preparation of reports to provide recommendations on results; using project planning techniques to plan, develop, and evaluate programs; and use of systems analysis techniques, statistical software packages, and computer database tools.

    Education cannot be substituted for experience at the GG-12 grade level.
