Contract Specialist, GS-1102-14 (Direct Hire)

This position is located in the NOAA Acquisition and Grants Office (AGO), a corporate staff office of the Under Secretary for Oceans and Atmosphere and Administrator, National Oceanic and Atmospheric Administration (NOAA). AGO acquires products and services and awards the financial assistance necessary to meet the mission and goals of NOAA. Through the award of contracts and grants, AGO administers more than half the NOAA outlay each year. AGO plans, designs and coordinates acquisition and grants standards, practices, and procedures for all NOAA offices and their subordinate entities. It provides program direction and guidance to the NOAA headquarters and field procurement and grants organizations. AGO awards and administers all NOAA acquisition and financial assistance transactions and it provides acquisition and financial assistance services to DOC operating units and services other Federal agencies on a reimbursable basis.

CANDIDATES MUST MEET THE EDUCATION, TRAINING, and EXPERIENCE REQUIREMENTS LISTED IN PARAGRAPHS A, B, AND C BELOW:
A. Training : Completion of all mandatory training prescribed by the Department of Commerce for progression to the GS-13 or higher level contracting positions or equivalent. For more information, please see the “Other Information Section”
*Candidates who do not meet the mandatory training requirements may be considered for a waiver in accordance with the GS-1102 qualification standard. If approved for a waiver, candidates may be granted up to 24 months to complete the required training.
Applicants currently holding a FAC-C/DAWIA Level II or III certification are considered to have met all mandatory training requirements for this announcement. You must submit your certification with your application package. Selectees holding a FAC-C/DAWIA Level II certification will be required to complete all prescribed mandatory training to become certified FAC-C Level III within 24 months of employment.
B. Experience: At least 4 years of experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.
C. Education: A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
Exceptions: Employees in GS-1102 at grades 13 and above are considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver. This exception does not apply if there was a break in service after January 1, 2000.
Waiver: When responding to question one, select response 'C' if you have or would require a waiver to the training requirements. When filling a specific vacant position, the senior procurement executive of NOAA, at his or her discretion, may waive any or all of the requirements of Paragraph A above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. The senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action. Waivers will only be granted in rare and unusual circumstances such as when there are no qualified candidates readily available.

IN ADDITION TO THE INDIVIDUAL OCCUPATIONAL REQUIREMENTS applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
To qualify at the GS-14 level:
Specialized experience: One full year (52 weeks) of specialized experience equivalent to the GS-13 level of the Federal service is defined as experience:
- Providing authoritative guidance to senior level officials and contractors on the delivery of high quality goods and services; and
- Implementing, evaluating, and administering the full range of pre-award and post-award activities utilizing various types of contracts associated with the acquisition of a range of complex and specialized goods and services assuring that all activities performed are in compliance with applicable procurement regulations and procedures.

Public Trust - Background Investigation
The individual selected for this position will:
- Conduct pre- and post-award functions on simplified and complex, multidisciplinary contracts and agreements in support of the long-term mission responsibilities of the Division
- Manage assigned contracts, leases, grants, and interagency and cooperative agreements within NOAA and DoC;
- Use a wide variety of cost and fixed-price contracts and multi-year contracts;
- Develop and/or review complex pricing arrangements;
- Audit or review major acquisitions of similar complexity, present findings, recommend corrective actions and policy or procedure improvements; and/or
- Review, advise on, develop and recommend operating unit-wide or agency-wide procurement processes and systems, procedures and policies or equivalent assignment;
- Conduct meetings with contractors on sensitive and/or acquisition related issues as an authoritative contractual representative when warranted; and
- Advise next level management on the status of procurement actions, including problems encountered and proposed solutions.
