Position Summary: The Manager of the Office of Eligibility and Support Services (OESS, formerly Income Supports) of Montgomery County is responsible for the oversight of a service delivery system serving individuals and families who need financial support to meet their basic needs. The programs that are included in this system are under the direction of Maryland Department of Human Resources (DHR), the Maryland Department of Health and Mental Hygiene (DHMH), and the Montgomery County Department of Health and Human Services (HHS). The Manager provides leadership and direction for a wide variety of eligibility determination services and customer service delivery. The Manager is also responsible for achieving compliance, error rate and accuracy outcomes for the issuance of Federal, State and local programs.

Responsibilities include:
  • Provide leadership to the three (3) regional Eligibility and Support Services teams that include programs administered by DHR and by DHMH including SNAP (Food Stamps), TANF, TDAP (Transitional, Emergency Disability Assistance), Community MA, MA-LTC, and MCHIP
  • Oversee the operation of the State child care subsidy program and the Working Parents Assistance program
  • Knowledge of, and partnership with, both the public and community programs (including State and local programs, Neighborhood Opportunity network sites and area food banks)
  • Management of fiscal responsibilities that include both State and County budgets and grants
  • Maintain effective relationships with multiple HHS programs and partners as well as other County Departments, including Housing and Community Affairs, Department of Economic Development, and the Office of Human Resources
  • Implement and manage a variety of new programs and initiatives developed and implemented locally and statewide
  • Serve on the Commission for Child Care
  • Assure all Federal and State mandates are followed
  • Oversee the program audits and evaluations and prepare the annual report of program activities and outcomes
As a manager/supervisor of unionized employees, this position has a responsibility for fostering a positive labor relations environment based on mutual trust, respect, and cooperation.

MINIMUM QUALIFICATIONS:

Experience: Seven (7) years of progressively responsible professional experience in Human Services or Medical Assistance eligibility programs, or a related Human Services field, three (3) years of which were in a senior management position.
Education: Graduation from an accredited college or university with a Bachelor’s Degree.
Equivalency: An equivalent combination of education and experience may be substituted.

1. Experience managing integrated TANF, SNAP, Medical Assistance and employment services and Child Care Subsidy Programs
2. Experience managing multi programs in the public and private sectors in order to develop a seamless system eligibility determination
3. Experience applying the performance measures and objectives of Maryland Family Investment Administration and the Maryland Medical Assistance Programs to successfully meet measurable outcomes
4. Experience working with Federal, State, and County Laws, status and ordinances related to public assistance programs
5. Experience in, and knowledge of, contract development and administration; working with a multi-million dollar budget
6. Experience managing and supervising the work of employees in a union environment, engaged in the delivery of Eligibility and Support Services in a customer friendly and culturally competent manner
7. Experience evaluating the effectiveness of administrative functions and instituting procedural changes to maintain organizational efficiency
