This is executive level management work with the position serving as Chief Operating Officer for the Montgomery County Employee Retirement Plans (MCERP) and the Consolidated Retiree Health Benefits Trust (CRHBT), which as of 6/30/13 total over $4 billion in assets and $550 million in annual revenue.

Under the supervision of the Executive Director of MCERP and CRHBT, the position is responsible for ensuring that the missions of MCERP and CRHBT are carried out in accordance with strategic plan objectives across all retirement plans and trusts. The position has full line management responsibility for planning, developing, and implementing the provisions of the retirement plans and the health benefits trust, communicating plan benefits and expectations, and evaluating the achievement of established objectives. In addition, the position oversees compliance and internal control functions related to the investment portfolios for the funds. In the capacity of an executive manager, the position will evaluate policies and programs for the Montgomery County Employee Retirement Plans and the Consolidated Retiree Health Benefits Trust, manage human, capital, and financial resources.

The position's major duties include: Managing the financial and accounting systems; preparation of financial statements; cash management; budgetary systems and requests; disbursement of MCERP and CRHBT funds, including retiree payroll, vendor, employee and Board payments; analyzing complex Federal and state tax code related to the payment of retiree/terminated employee benefits; evaluating changes to retirement benefits proposed due to legislation or bargaining; analyzing risks within the department and recommending changes to MCERP and CRHBT policies, guidelines, and programs to strengthen internal controls; oversight of the PeopleSoft and Oracle systems used to calculate and pay retirement benefits; and evaluation of the ERS liabilities and recommendation of the appropriate benefit levels; analysis and evaluation of the revenue sharing and expenses associated with the defined contribution plans.

Additional duties include: determining, in consultation with Director, such matters as overall organization structure, department wide work programs, methods and processes and allocation of major resources; conducting strategic, visionary, long-range department planning; creating policies related to the proper accounting and internal control over retirement plan systems, including compliance procedures for MCERP's and the CRHBT's investment portfolios; researching, planning, and implementing innovative concepts and programs; and acting as Director in Director's absence for all administrative matters.

Experience: Seven years of progressively responsible professional experience in organizational management or in a field related to the assigned area, four years of which were in a supervisory or executive capacity. Note: The term "executive" is further defined as a high echelon or high level position in an organization that is assigned technical research, management advisory services responsibilities, or policy-making duties and responsibilities that exert considerable influence on organizational policy, plans, and operations (e.g., County positions at Grade 30 or above).

Education:
Graduation from an accredited college or university with a Master's Degree.

Equivalency:
An equivalent combination of education and experience may be substituted.
