Job Description
The Virginia Department of Transportation (VDOT), Culpeper District is seeking a Regional Transportation Program Manager to oversee management of multiple construction projects within the District. Initially this will include Program Management responsibilities for projects in the 29 corridor through the Charlottesville area. The Culpeper District is located in Central Virginia and is comprised of nine (9) counties: Albemarle, Culpeper, Fauquier, Fluvanna, Greene, Louisa, Madison, Orange, Rappahannock and the City of Charlottesville.

The incumbent will provide leadership and technical guidance to multiple Projects Managers throughout all phases of the assigned projects including review of program and construction documents, plans and processes; public affairs and outreach programs; safety, environmental and quality assurance; oversight of design-build, design-bid-build, and locally administered projects. In addition, the position will manage oversight and review of schedules, traffic management, and coordination of the multiple contracts in the District and financial oversight.

This position will provide advanced professional engineering technical oversight to Project Managers and Consultants assigned to the various projects. Will also administer the Transportation Management Plan and Public Outreach Programs for all projects in the program in coordination with the Project Manager.

The incumbent will also represent the programs and projects in interagency and public meetings; interact with elected officials, local governments, citizens, business community, engineering disciplines and all stakeholders on transportation related matters. This position is eligible for telework opportunities; availability, hours, and duration are at the sole discretion of the Department Manager in accordance with VDOT's teleworking policy and business needs.

Minimum Qualifications

Senior management experience overseeing large-scale transportation programs and projects, including demonstrated experience in design-build, project management, quality assurance, quality control methods, constructability and innovative construction methods, budget and financial management. Experience should include a wide range of projects of varying complexity. Considerable experience applying advanced engineering construction and design principles and practices to a variety of transportation projects. Comprehensive knowledge of federal and state highway transportation regulations, policies, and practices. Considerable experience in the resolution of environmental impact, safety, construction and related issues. Demonstrated ability to successfully deliver large scale transportation projects with experience in developing strategies and plans to minimize impacts on communities and businesses.

Substantial experience in developing innovative and effective practices in transportation construction. Proven ability to establish and manage communication partnerships with internal and external stakeholders to include governmental and private entities.

Significant experience researching, identifying and implementing resolutions for construction problems including addressing and resolving work orders and change orders. Requires a Virginia Professional Engineer (P.E.) license. Graduation from an accredited college or university with a bachelor's degree in civil engineering. Other State Professional Engineer's Licenses may be considered. Prior to first day of work, proof of application for Virginia licensure and proof of licensing fee will be required. A valid Virginia driver's license required.

Extensive knowledge of design criteria, standards, specifications, construction methods, and materials, including principles of hydraulic design and survey applications. Demonstrated ability to provide solutions for technically complex and politically sensitive engineering and planning issues, thorough knowledge of civil engineering principles as they relate to safety that impact roadway standards and special designs. Excellent written and verbal communications skills, including the ability to make effective technical and non-technical presentations to diverse groups; skill in recognizing employee development needs and facilitating development plans to enhance employee performance; ability to establish and maintain effective working relationships at all levels, both internal and external to the agency.

Preferred Qualifications

Experience to include responsibility for total operation of projects with assigned value in excess of $75 Million.

Progressively responsible experience in managing multiple work groups, complex transportation projects, as well as in the technical areas of highway design.

Special Requirements

Incumbent must complete a Statement of Economic Interest upon hire and annually thereafter.
