Human Resources announces an opening for the position of Project Manager, Licensure. This is a twelve-month position Grade E-11, on the administrative salary scale with a salary range of $74,369 to $110,086 (2013-14 Salary Schedule). Salary will be revised to reflect the 2014-15 salary adjustment as needed.

DISTINGUISHING FEATURES OF WORK
The Project Manager, Licensure assists with teacher recruitment, licensure, summer school hiring and employment processing for summer school. Additionally, the Project Manager, Licensure administers the scholarship program.

The Project Manager, Licensure works under the general supervision of the Assistant Superintendent, Human Resources.

ILLUSTRATIVE EXAMPLES OF WORK (May not include all duties performed – These are intended as an illustration of the various types of work performed. The omission of specific duties does not exclude them from the position if the work is similar, related, or a logical assignment to the position.)

• Administers the licensure program for instructional personnel. Monitoring of initial, provisional, and renewal requirements as well as development of procedures and processes.
• Monitors state licensure requirements for teachers and administrators.
• Acts as a liaison, resource, and contact person for the State Department of Education to ensure compliance with laws, rules, and regulations.
• Administers add-on programs and alternative licensure initiatives related to the employment of teachers, substitute teachers, and teacher assistants.
• Assists and advises employees and applicants with the licensure process.
• Assists with the Instructional Personnel Report.
• Reviews transcripts concerning licensure and eligibility for employment.

• Maintains appropriate contact with applicants, employees, administrators, officials at colleges and universities, and the State Department of Education.
• Manages the scholarship program and serves as liaison with internal departments and external agencies.
• Prepares Board Agendas.
• Assists with the hiring process for Barcroft Intersession.
• Manages the Summer School hiring process for teachers and assistants which will include collecting, reviewing, and processing completed applications (APS and non-APS applications); sharing the applicant pool with principals and instructional supervisors; acting on recommending hire requests from the Summer School hiring officials by sending hire letters, including dates and hours of employment; and receiving signed hire letters (job acceptance letters) from applicants.
• Screens and reviews certified applications and resumes, and refers applicants to principals and supervisors.
• Evaluates existing policies and procedures and makes recommendations for improvement.
• Assists in formulating internal operations and procedures.
• Research records for information requested.
• Performs related duties as required or assigned.

PREFERRED KNOWLDEGE, SKILLS AND ABILITIES
• Thorough knowledge of Arlington Public School’s personnel policies and procedure
and licensure compliance.
• Ability to establish and maintain collaborative working relationships with school district administrative, professional, and staff employees, and employee organizations, and to meet with these individuals to stay abreast of events and issues, focusing on problem identification and resolution, information exchange, and joint cooperation.
• Ability to serve as team leader.
• Ability to interact effectively with administrators, teachers, assistants, substitutes, and applicants.
• Ability to maintain confidentiality of employment information.
• Experience working with students, families, and staff from various cultural and linguistic backgrounds.
• Skill in providing guidance and assistance to employment staff.
• Ability to communicate clearly and effectively, both verbally and in writing, with strong interpersonal skills and the ability to earn and maintain the trust of school personnel.
• Ability to work in a culturally diverse setting.

REQUIRED QUALIFICATIONS
Bachelor’s degree from an accredited college or university with major work in human resources, education, or business administration; or equivalent combination of experience and training which demonstrates the incumbent possesses the knowledge, skills, and abilities necessary to perform the essential functions of the position successfully.

Previous experience and working knowledge of Oracle HR System.
