Cardno Emerging Markets USA, Ltd. (Cardno) has an immediate opening for a team-focused International Recruiter to proactively identify, evaluate, and make staffing recommendations for proposal and project staff positions. Working with the Business Development Lead, the International Recruiter will lead sourcing and recruiting strategies and design tools and templates to improve the efficiency of recruiting efforts. The International Recruiter will assist the Business Development Lead with developing a customer service driven department that fosters collaborative relationships with program management teams.
Ø Proactively source, evaluate, identify, make recommendations to proposal teams, and hire Chiefs of Party, Deputy Chiefs of Party, senior technical specialists, and other key/non-key and short-term staff;
Ø Collaborate with senior managers, business development, and technical experts to develop short and long-term strategic recruitment campaigns;
Ø Review solicitations and technical proposals for staffing needs, structure and donor requirements;
Ø Serve as the administrator of the internal recruiting database and as the primary liaison with recruiting service providers;
Ø Represent Cardno at career fairs, professional conferences and networking events;
Ø Conduct training with proposal stakeholders, as needed, on proposal recruitment tools and practices including social media and other candidate sourcing techniques;
Ø Manage the timely collection, verification, and editing of all proposal submission materials including CVs, biographical data forms, references and letters of commitment;
Ø Conduct and document reference checks and salary negotiations; and
Ø Contribute to the writing of personnel staffing sections.
Ø Bachelors Degree;
Ø 3 5 years of progressively responsible international recruitment experience;
Ø Strong interpersonal skills and a customer service orientation/attitude;
Ø Strong written, presentation/verbal, and negotiation skills;
Ø Extremely organized with the ability to manage deadlines;
Ø Ability to create a unique sourcing strategy that utilizes the many resources available to recruiters;
Ø A proven methodology for getting hard to source candidates;
Ø Current knowledge of USAID rules and regulations;
Ø Fluency in English, both written and oral with abilities in a second language preferred; and
Ø Ability to travel internationally when needed (approximately 10% annually).
