VDOT is seeking an energetic team leader to manage the Location & Design Section and associated activities for the Fredericksburg District to accomplish its mission in the areas of survey, plan design, public relations, construction and maintenance related to the District's highway network. The position will be responsible for managing production of right of way and construction roadway plans in an accurate and precise manner, proactively managing human and fiscal resources, recognizing future needs and planning to meet those needs, supervising and training other team members, providing guidance and leadership, and organizing program area assignments to best utilize district resources. Additionally, the position will require development of plan production schedules and budgets, ensuring quality control reviews are completed and providing guidance and leadership to design consultants. The Location & Design Manager will provide assistance and support to the Project Managers during the project development process. This position requires exceptional public relation/custom service skills with citizens, local officials and other agencies and the ability to conduct public meetings.

Minimum Qualifications
Demonstrated knowledge of roadway design/safety criteria; construction methods, standards, specifications and materials; considerable knowledge of civil engineering principles/practices as they relate to roadway design; and federal and state laws/policies/procedures. Demonstrated skill in effective communication, both written and oral, with diverse groups; proficient skill in leadership, coaching, counseling, and managing program area; skill in recognizing employee development needs and facilitating development plans to enhance employee performance; and to administer and supervise employees engaged in a complex surveying and design program. Position also requires high level of skill in building networks and relationships with managers from other divisions and agencies, in demonstrating active support of strategic outcomes/initiatives. Extensive experience in managing multiple work groups as well as in the technical areas of highway design. College graduate in Civil Engineering (BSCE) or equivalent education/experience. Progressively responsible experience in the management of a major transportation program including supervision of a variety of administrative, professional & technical staff. Virginia Professional Engineer's License required. A valid Virginia driver's license required.

Preferred Qualifications
Extensive experience in managing highway/civil engineering design projects.

Special Requirements
Selected candidate required to complete a Statement of Economic Interest form as a condition of employment. VA Operator's license.
