We have an immediate opening for a full-time Java Software Engineer at our Chantilly, Virginia location.

The Senior Program Manager is responsible for all aspects of a major program. A program, in this context, is a set of interrelated projects conducted to accomplish significant business objectives. The Senior Program Manager will have experience in executing large, complex enterprise projects and programs. The Senior Program Manager must be well versed in program management methodology, have a rich background of program successes, be energetic and personable, and thrive in a dynamic environment. The Senior Program Manager must possess the ability to find creative solutions to issues that jeopardize program goals or timing, within budget or resource constraints.

The Senior Program Manager is able to envision the “big picture” and interact with executive, business, and
functional leadership to craft programs to materialize the business strategy or objectives. He or she leverages his or her expertise to drive decision making on all aspects of the program/project activities and mitigate
ill advised decisions. The Senior Program Manager is able to manage program/project(s) that have global
impact to the organization in a cross-functional, matrix management environment where managing high risk,
cost, or impact to the organization are paramount.

Key Responsibilities:

• Defines and secures the commitments of cross-functional groups and external providers in terms of resources, cost, schedule, and performance.
• Coordinates the production of all relevant program management deliverables such as program charters and requirements, risk assessments, program plans, program status reports, open issues logs, change logs, action item lists, etc.; program risks will be escalated to sponsors on a timely basis for resolution and disposition.
• Plans, facilitates, and leads program and project meetings, including but not limited to program and project teams, IT reviews, functional reviews, and senior management briefings.
• Drives resolution of issues or conflicts resulting from any of the above interfaces and commitments
• Creates and maintains a detailed Microsoft Project timeline.
• Manages key milestones and deliverables (as a part of the PMO phase-gate process), issues, risks,
go/no-go decisions, user acceptance validations/approvals, user business testing scripts,
and red-flag items.
• Tracks all aspects of a given program, from the charter and requirements collection phases through to implementation and production transition.
• Communicates progress, issues, and status to all teams and stakeholders.


Special Requirements:


• Bachelor’s degree in a related field (or a combination of education and experience that provides the necessary skills and knowledge to satisfactorily perform the essential job functions) is required.
• MBA or master’s degree preferred.
• Certified by the Project Management Institute (PMI) for Project Management Professional (PMP) or similar designation.
• 5-10 years program/project manager experience across different types of high-risk, high-value projects.
• 10+ years IT experience.
• Prior experience in influencing, motivating, and mobilizing mid to large teams and business partners.
• Passion for leading teams and implementing change.
• Excellent command of verbal and written communication.
• Has demonstrated leadership skills.
• Previous consulting experience.
• Effective communication and presentation skills for all levels of stakeholders.
• Experience managing a complex and aggressively planned IT project management operational environment desired.
• Experience with Project and Portfolio Management Tools. (MS Project, SharePoint, Clarity, Primavera, etc.)
• Experience with full Project Life Cycle (PLC) and Systems Development Life Cycle (SDLC) methodologies and tools.
• Experience managing all aspects of procuring vendor services in response to RFPs, including protection of intellectual property, solution evaluation, contract performance tracking and ongoing other program management activities.
• Sound business and technology acumen. Experience in a Financial services environment.
• Experience developing projects based on public transaction websites.
• Excellent problem-solving and critical-thinking skills.
• Excellent task management, organization, and team collaboration skills.
• Ability to anticipate risks and devise solutions in the moment.
• Assists with maintaining PenFed’s compliance with all applicable federal, state and local laws, regulations and ordinances by abiding by PenFed compliance program policies, procedures, rules and regulations.

• Handles detailed, complex concepts and problems, balances multiple tasks simultaneously, and makes rapid decisions regarding administrative and project issues.
