Duties

The incumbent serves as an Emergency Operations Center (EOC) Specialist located within U.S. Department of Homeland Security (DHS), U.S. Customs and Border Protection (CBP), Operations Support (OS), CBP Watch, Incident Management Branch. The EOC Specialist will support the CBP Watch's mission to provide vital services to CBP through incident and event management, including planning, response, and recovery activities. The Incident Management Branch proactively establishes disciplined organizational structures and coordinated procedures for the management of all types of incidents and events that range from those that are adequately handled with local assets, to those of scaled proportion that require capabilities from across the CBP enterprise.
This position serves as a Specialist and will provide support to the CBP Headquarters EOC. Employees selected for this temporary assignment will perform the following duties, but are not limited to:
  • Participating as an EOC member, established in response to a specific incident or situation.
  • Developing courses of action necessary for successful CBP response and recovery efforts, leveraging all available resources.
  • Coordinating CBP's involvement to manage and mitigate impacts to the enterprise by directing resources and meeting the increased demands of a pending or actual incident or event with significant effects on operations.
  • Assisting in providing situational awareness and/or reporting on the impact to operations,infrastructure, and personnel during an incident or event.
  • Supporting the implementation of plans, processes, and procedures related to a specific incident or situation.

  • Must be a current permanent Federal employee
  • Must have supervisory approval to apply to the Joint Duty Assignment. DHS 250-2 Application Form under "required documents" section.
  • Must NOT have any pending/outstanding disciplinary actions
  • Must have achieved a minimum of "meet expectations/proficiency" on latest performance appraisal/evaluation
  • Must be currently at the grade level of the detail. *No Temporary Promotion Opportunity*
  • The program does not apply to members of the Military service or contractors.


Qualifications

Qualifications required:
  • Knowledge of Federal Emergency Management and Continuity laws, directives, and guidance. Ability to interpret and implement guidance regarding risk assessments.
  • Communication skills in writing a variety of documents and reports; oral skills to foster collaborative working relationships with EOC staff and other stakeholders; and work proactively to meet goals and objectives.
  • Experience managing resources, and ability to review and assess plans and guidance.
  • Knowledge of, or willingness to learn, processes and concepts related to emergency management (National Incident Management System - NIMS); and
  • Course completion required for Independent Study (IS) 100: Introduction to the Incident Command System, IS-200: Basic Incident Command System for Initial Response, IS-700: An Introduction to the National Incident Management System, and IS-800: National Response Framework.
  • Self-driven and motivated.
  • Occasional travel may be required.
  • Required to hold and retain a Secret or Top-secret clearance.
  • Employees within series 1896, 1895, 1881 may be eligible to apply for OS JDA assignments after reaching their journey level/full-performance level or after reaching their Law Enforcement Officer (LEO) occupational series requirements.
  • CBP employees are required to utilize their CBP issued laptops and cell phone (if necessary) for the duration of the assignment. Non-CBP employees should coordinate with their Local Property Officer to ensure the availability of laptop/phone, if selected.
  • Non-CBP employees must ensure they hold a Tier 4 Background Investigation (BI); interested participants should reach out to their agency's local Security Officer, prior to applying, to ensure they hold a Tier 4 BI.

    If the position requires a security clearance, employees must have a SECRET or TOP SECRET clearance to placement AND must maintain that level of clearance while performing in the position.

    Selected applicants for a JDA are requested to fulfill the items below during the JDA:
  • Complete the DHS Training Course 15 days prior to the arrival to the JDA.
  • Complete the DHS Joint Duty Assignment Progress Plan to include:
    • Phase 1: Establish assignment objectives within the first 30 days of the JDA.
    • Phase 2: Complete a self-assessment of the duties performed at the mid-point of the JDA.
    • Phase 3: Complete a final review within the last 30 days of the JDA.
