Qualifications
Qualifications required:
1.Knowledge of law enforcement operations, the intelligence cycle, DHS missions, functions and objectives, as well as the roles/responsibilities of DHS components and the DHS Intelligence Enterprise.
2. Experience with and knowledge of the operational and intelligence requirements of DHS components, as well as those of state, local, tribal, territorial, and private sector partners as those requirements pertain to preventing, protecting against, and/or responding to threats or acts of terrorism and targeted violence.
3. Knowledge of the broader national security and homeland security enterprise, to include partner agencies and departments, the SLT enterprise, and foreign partners as well.
4. Experience leading senior level, multi-organizational, multi-stakeholder planning and/or strategy processes aimed at producing concrete results and where necessary, new approaches to CT challenges and problems.
5. Experience in recruiting, hiring, supervising and retaining senior staff in a results-oriented, task-driven environment.
6. Knowledge of strategic planning, leadership and techniques/practices which promote the free exchange of ideas and improvements in management systems/processes.
7. Experience leading organizations with complex mission requirements.
8. Experience supporting and working with senior leaders of diverse national and homeland security focused organizations.

Selected applicants for a JDA are requested to fulfill the items below during the JDA:Complete the DHS Training Course 15 days prior to the arrival to the JDA. Complete the DHS Joint Duty Assignment Progress Plan to include:
- Serves as the Deputy to DHS's principal counterterrorism (CT) and principal CT adviser to the Secretary, Deputy Secretary, and other DHS senior leadership.
- Engages in coordination activities with DHS agencies and interagency partners to ensure departmental CT and targeted violence policies, plans and programs are appropriately developed, coordinated, integrated, aligned and implemented.
- Oversees the creation and management of issue-specific working groups to deal with specific CT-related challenges and problems facing the Department.
- Supports the CT Coordinator in directing the Department's CT Task Force, which focused on problems and challenges that are cross-departmental and/or affect multiple DHS component organizations.
- Supports the CT Coordinator in overseeing execution of the National Terrorism Advisory System (NTAS) which provides information to the public about the evolving threat environment and steps/resources available to keep the public safe and secure.
- In collaboration with the Under Secretary for Intelligence and Analysis, supports efforts to refresh and refocus the Counter Threats Advisory Board (CTAB) as a department wide coordination mechanism.
- Supports the CT Coordinator in identifying specific organizational changes needed to enhance the coordination and effectiveness of the Department's CT and targeted violence related programs.
- Supports the CT Coordinator in his/her supervision of the CT Coordinator Office staff. Works with relevant headquarters elements to identify the personnel and financial resources needed to carry out the duties and responsibilities of the Office.
- In the absence of a designated CT Coordinator, serves as the Acting CT Coordinator.

- Must NOT have any pending/outstanding disciplinary actions
- Must have achieved a minimum of "meet expectations/proficiency" on latest performance appraisal/evaluation
- Must be currently at the grade level of the detail. *No Temporary Promotion Opportunity*
- The program does not apply to members of the Military service or contractors.
