As the Building Codes Engineer, you will ensure code compliance and issue final Certificates of Occupancy for constructions projects at the Airports Authority.

Building Codes Engineer

Serves in the Building Codes and Environmental Department in the Office of Engineering located in the West Building at Ronald Reagan Washington National Airport.

Performs comprehensive professional engineering duties in support of construction plan review, permit issuance, and code compliance inspection; and issuance of the final Certificate of Occupancy. Performs related functions.

GENERAL RESPONSIBILITIES

Performs comprehensive professional engineering duties in support of the Airports Authority-wide, comprehensive building code program (guidelines, plan review and inspections) to ensure that all construction of new buildings and structures and all alterations and repairs to existing buildings and structures comply with all codes adopted by the Airports Authority including the Virginia Uniform Statewide Building Code (USBC) and other national building codes and standards.

Conducts code-compliance review of plans, issues construction permits, and inspects facilities for code compliance.

Discusses remedial action options with Engineering and Maintenance staff and contractors to ensure construction complies with codes.

Provides building code interpretations and prepares the Certificate of Occupancy indicating that all work has been completed in compliance with the USBC, and other pertinent laws/ordinances.

Coordinates activities with the Planning, Design, and Construction Departments, Engineering and Maintenance Departments at the two Airports, and Federal/Virginia regulatory agencies.

Serves as back-up to the Safety Security Oversight Administrator (SSOA) for the AeroTrain and related fixed facilities at IAD. Helps ensure AeroTrain is safety and security compliant.

Performs related duties as assigned.

QUALIFICATIONS

Seven years of progressively responsible experience in construction plan review and code compliance activities and a bachelor's degree in engineering or related field, as required by the Commonwealth of Virginia for licensure as a Professional Engineer (PE). A master's degree may substitute for two years of experience.

Comprehensive, professional knowledge of engineering concepts/principles/practices.

Knowledge of USBC, International Building Code (IBC), International Mechanical Code (IMC), International Plumbing Code (IPC), National Electrical Code (NEC), International Energy Conservation Code (IECC), Virginia Rehabilitation Code (VRC), American with Disabilities Act, (ADA) and NFPA codes and standards.

Knowledge of construction industry standards and practices (e.g., construction, electrical, plumbing, fire protection, and elevator).

Ability to perform complex analyses of data and information and make recommendations.

Ability to speak and write effectively.

Ability to use computer hardware and modern office suite software.

PREFERRED QUALIFICATIONS

Certification by the Virginia Department of Housing and Community Development (VDHCD) as a Commercial Building Inspector, Commercial Building Plan Reviewer, Mechanical or Plumbing Plan Reviewers.

Licensure as a Registered Architect in the Commonwealth of Virginia.

CERTIFICATIONS AND LICENSES REQUIRED

A state driver's license in good standing.

Licensure as a Professional Engineer (PE) in the Commonwealth of Virginia or ability to obtain licensure within 120 days from the date of the Final Offer Letter. A qualified candidate who is selected, but lacks licensure by Virginia, must obtain licensure from the Virginia Department of Professional and Occupational Regulation within 120 days of hire, promotion, or placement into the job.

Certification as a Building Code Official within 1 year of hire, promotion, or placement into the job.

VDHCD or ICC Certification as a Building Plans Examiner in all four disciplines (building, electrical, plumbing, and mechanical) within 3 years of hire, promotion, or placement in the job.

NECESSARY SPECIAL FACTORS

Must maintain all required VDHCD, VDPOR, NFPA, and NAEA certifications and licensure as a PE in the Commonwealth of Virginia.

Operates vehicle airside and landside (requires AOA permit).

May work outdoors, in adverse weather conditions, and around construction projects; wears personal protective equipment. May stoop, bend, and lift when conducting inspections.

May be required to work nights and weekends depending on construction schedules.

Work is typically reviewed in progress and upon completion for quality, quantity, timeliness, teamwork, customer service, and other factors.

A background security investigation will be required for all new hires.
