Duties

• Provide oversight and management of daily operation of Nationwide Transit Benefit Program.
• Serves as the Contracting Officer Representative on financial aspects of the VA Transit Benefits contact between VA and the Washington Metropolitan Area Transit Authority.
• Conducts assessments and measurements of the VA Transit Benefit and Smart Benefits Program.
• Provides consultation on variety of issues to includes customer complaints, timeliness of the distribution of fare media, and processing of new transfer.
• Serves as primary official for the organization's Equipment Inventory Listing account.

To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Specialized experience is defined as work that involves: (1) Advise of budget principles and procedures to develop and implement a financial management system to control billing practices for a transit benefit program. (2) Knowledge of quantitative and qualitative methods and principles, concepts, and practices as they relate to the assessment and improvement of program effectiveness to provide comprehensive and expert operational and advisory services to management on the development and implementation of a Transit Benefit Program.(3) Consulting and evaluating best practices; facilitate work processes; identify, problem areas; provide in-depth analysis; and resolve issues relating to the administration of the transit benefit program.

Education

There is no educational substitution for the GS-12 level.

Promotion Potential: This is being recruited at the Full performance level.Time-in-grade: Applicants who are/were federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-12 position you must have served 52 weeks at the GS-11 level. Physical Requirements: The work is sedentary. Typically, the employee may sit comfortably to do the work.
