Duties

The incumbent is expected to be self-motivated and should be able to manage and contribute to multiple projects/workstreams being developed and/or already developed by Federal and/or contracting staff. The right person should be involved in requirements gathering, design, development, testing, defect resolutions, and all the necessary phases/milestones of a project. The BI Architect is expected to review the work performed by Federal and Contractor staff to ensure that the appropriate methodologies and standards are followed, and the solutions implemented address the needs/requirements of the customers. The person should be well versed in both legacy (on-prem) and next-generation (cloud-based) technologies related to data warehousing, ETL/ELT, reporting/dashboarding, web development, and object-oriented programming.

Duties of the position include, but are not limited to:
  • Managing data integration resources and multiple projects/workstreams in a high-pressure environment with aggressive delivery schedules.
  • Supporting, promoting, and driving implementation best practices and standardization on data integration projects.
  • Ensuring data accuracy, quality, and timeliness.
  • Enforcing technical standards among project delivery teams.
  • Enforcing Software Development Life Cycle (SDLC) rigor as well as security standards when dealing with sensitive PII data.
  • Facilitating productive meetings and follow-ups post meetings with strong organization capabilities and attention to detail.
  • Collaborating with multiple departments and offices.
  • Assisting in developing strategic and resource plans as well as evaluate and make recommendations for new business intelligence tools and initiatives.
  • Working closely with business and power users to advise on best practices and educate on data sources. Working on multiple projects, multi-task, and give directions to others.
  • Participating in and promote data Governance activities such as cataloging data, contributing to metadata management, data lineage, and data quality.
  • Managing help desk activities for the applications being supported.

  • Qualifications

    Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

    Specialized Experience : Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience in ALL of the following areas:
  • Data engineering, ETL/ELT, reporting, analytics & visualizations, data modeling, application architecture, data management strategy, and translating technical information to non-technical audiences.
  • Knowledge of Structured Query Language (SQL); managing the design and development of a complex business intelligence enterprise data warehouse program(s) in an MPP environment.
  • Cloud native data engineering, database, and data science technologies.
  • Highly Desired:
  • Exposure to processing unstructured and/or semi-structured data, statistical modeling is preferred.
