Qualifications

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Typically, experience of this nature will be gained in a related field, in a position held for at least one year at the GS-15 or comparable pay band or level in the federal government; or comparable position with a state or local government, private sector, or other non-government organization.

You must have a Juris Doctor (J.D.) degree from a law school accredited by the American Bar Association (ABA).

When you can expect to start: We are using this announcement to replace Board members as their terms expire. If you are selected, you will probably start between July - December 2024.
- Serves as one of the 5 Personnel Appeals Board members appointed by the Comptroller General.
- Serves as an administrative judge to hear and make final decisions on complaints filed by GAO employees or applicants for employment with GAO.
- Considers and orders corrective or disciplinary action in cases involving:
- an appeal from a removal;
- suspensions of more than 14 days;
- reductions in grade or pay;
- furlough of not more than 30 days;
- a prohibited personnel practice;
- a decision on the appropriateness of an unit of employees for collective bargaining;
- an election or certification of a collective bargaining representative;
- certain labor-management relations issues;
- an action involving discrimination; and
- personnel-related issues that the Comptroller General by regulation decides are for PAB resolution.
- Oversees equal employment opportunity at GAO.

- You must be an active member in good standing of a bar of a state or territory of the United States or the District of Columbia. You must maintain this licensure while in this position.
- You must demonstrate a capacity and willingness to devote sufficient time to dispose of cases in a timely way.
- If selected, you must undergo and complete a background investigation.
- If selected, you will be required to submit a financial disclosure report. If you work more than 60 days a year, your financial disclosure report is subject to public inspection in accordance with the rules of the U.S. Senate.
- If selected, you will be required to submit an official transcript.
- If selected and you occupy a civilian office or position (including a temporary, part-time, flex-time, or intermittent position), appointive or elective, in the legislative, executive, or judicial branch of the Government of the United States (including a Government corporation and a nonappropriated fund instrumentality under the jurisdiction of the armed forces) or in the government of the District of Columbia, you will be subject to the provisions of the Dual Compensation Act which prohibits an individual from receiving pay from more than one position for more than an aggregate of forty (40) hours of work in one calendar week as discussed in 5 U.S. Code 5533 .

- The technical qualifications describe the necessary professional and technical knowledge, skills, and competencies needed to successfully perform the duties of this position.
- The technical qualifications for this position are:
- At least seven years of full-time experience as a licensed attorney which demonstrates the ability, background, training, and experience necessary to be qualified to serve on the Personnel Appeals Board (PAB). You can meet this requirement through:
- Expertise as an attorney in federal personnel law;
- Demonstrated ability to adjudicate or arbitrate complex legal matters;
- Experience at a senior legal position in addressing or resolving complex legal matters;
- Litigation experience in federal personnel and employment related matters; or
- Any other related experience that demonstrates an ability to perform the duties of a PAB member.
