An Overview
The Fiscal Analyst will assist the department in improving the efficiency and effectiveness of agency operations by performing and having responsibility for on-going tasks including a full range of administrative work in support of departmental activities which affect the work processes carried out by others and special projects. The Fiscal Analyst provides program controls over the obligation and expenditure of funds and coordinates reimbursement activities for the department. Provides fiscal and procedural training and consultation to staff and monitors the installation of revised or new departmental practices and procedures.
What You Should Bring
The ideal candidate should have demonstrated organizational, technical, analytical, and problem-solving abilities. Knowledge of basic accounting principles, knowledge of the principles and practices of public administration; good knowledge of public budgeting, purchasing procedures and client and/or third-party billing, ability to properly interpret and make decisions in conformance with regulations and policies, good knowledge of research methods and techniques and methods of report presentation, ability to use the Microsoft Office Suite including Word and Excel and the ability to learn other database programs and systems; excellent interpersonal, verbal, and written communication skills. Ability to work collaboratively and strategically with a wide range of diverse individuals. Thorough knowledge and understanding of business operations and processes.
The Opportunity - Examples of Work
Responds to department and vendor inquiries regarding status of payments and researches and resolves vendor inquiries on past due invoices. Resolves various other problems regarding payment to vendors.
- Processes invoices, edits and posts accounts, including mailroom and print shop cost recovery reports; maintains records and files.
- Creates and submits journal entries in Munis for incorrect departmental charges.
- Serves as the department communicator.
- Process staff purchase card charges each month and confirm accuracy of the charges.
- Performs related work as required.

Minimum & Additional Requirements
Two Year College Degree with coursework in accounting or financial management, at least three years of progressive experience in the field of accounting and financial management, at least one year of work experience involving public accounting or public financial administration, or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.
Preferred Qualifications
Four year College Degree, four years’ experience and/or knowledge of office management practices and procedures, including good knowledge of word processing, ability to effectively communicate, both written and orally with many different members of City and department staff, ability to follow complex oral and written directions, ability to maintain complex clerical records and prepare reports from such records, ability to make decisions in accordance with laws, ordinances, regulations and established procedures, ability to plan and coordinate moderately complex work projects requiring assistance of others. M ust be deadline focused, organized and able to prioritize multiple projects. Prior experience with budgets and spreadsheets. Proficiency in Microsoft Office including Word, Excel and PowerPoint.

The Department of General Services (DGS) is a first response department and as such all DGS employees are deemed essential or emergency personnel and maybe required to report to work when the City government is open with liberal leave or closed during emergencies.
