We are seeking a highly organized individual to serve as the chief of the Inventory and Inspections Section of the Stormwater Facility Branch. Responsible for overall program management of Fairfax County's stormwater facility inventory, ensuring compliance with MS4, VSMP, Chesapeake Bay and other regulatory requirements. Management includes work planning and distribution of tasks between section staff and contractor support, identifying budget needs based on program requirements & inventory growth, and projecting trends in inventory & regulatory requirements. Benchmarks parallel municipal programs to identify efficiencies and anticipate maintenance trends and regulatory requirements. Leads and supervises four technical staff including a project manager and engineering technicians. This individual will help to identify opportunities and tools needed for outreach and have an ability to clearly articulate complex, technical information to diverse stakeholders. Oversees staff and contractor reports, findings, recommendations, and other correspondence. Oversees response to citizen inquiries and requests for work through site investigation, review of records and plans, research of prior complaints, determination of county program levels of service and recommendation of agency actions. Coordinates with other county agencies as needed to fulfill customer needs.
Note: The appointee to this position will be required to be available twenty-four hours a day/seven days a week (24/7) to respond to emergencies on an as needed basis.
Employment Standards
MINIMUM QUALIFICATIONS:
Any combination of education, training and experience equivalent to graduation from a four-year college or university with a bachelor's degree in civil engineering, landscape architecture, environmental or life sciences, construction management, business administration, facilities management or related; plus five years of experience in the management of large and complex construction or maintenance projects to include two years managing multi-disciplinary teams with multiple contractors.
CERTIFICATES AND LICENSES REQUIRED:
- A valid driver's license.
- DEQ Stormwater Management Project Inspector and/or Stormwater Plan Reviewer certification - completion of first required training class within 12 months of hire and certification required within 12 months of date of completion of first required class.
NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check and a driver's license check to the satisfaction of the employer.
The appointee to this position will be required to be available twenty-four hours a day/seven days a week (24/7) to respond to snow, flooding, and other designated emergencies on an as needed basis. Must adhere to and fully support department safety guidelines.
PREFERRED QUALIFICATIONS:
Three years of experience performing stormwater facility inspections or inventory/asset management. Experience in local, state, and federal codes, policies and regulations relating to design and maintenance of stormwater management facilities. Ability to write contract specifications or code requirements. Proficient in written and oral skills that effectively convey policies and technical issues affecting program goals, in a clear, concise manner.
PHYSICAL REQUIREMENTS:
Ability to perform field investigation. Physically and mentally able to use all applicable personal protective equipment in an outdoor environment including; hardhat, eye protection, hearing protection, safety footwear and personal fall arrest harness. All duties performed with or without reasonable accommodations.
