People Soft HCM Administrator Marketing Statement:

The Washington Metropolitan Area Transit Authority (WMATA) is seeking a People Soft HCM Administrator Team Leader who is experienced in PeopleSoft Payroll, Time & Labor, Leave Administrator with specialization in configuring, supporting, configuring & functionally maintaining PeopleSoft US Payroll, Time & Labor and Absence Management modules. The position is responsible for performing Team leadership, client management and functional support for the Accounting Payroll department and field level users. The PeopleSoft Payroll Administrator will support the customer new enhancement, production support, uploads, query development, Tax updates, system upgrades, work closely with technical developers as well as participate in the team's efforts to perform system testing and assist during UAT. The position will also assist the Information Technology (IT) department with system implementations, upgrades, and repairs as necessary. A successful candidate will be expected to provide functional support to the Payroll accounting and field staff that also drives process improvement and increased automation.

Minimum Qualifications :

Education:

Graduation from an accredited college or university with a Bachelor's degree in Business Administration, Computer Science or Information Systems Management.

Or, an equivalent combination of post-secondary education with a minimum of ten (10) years of responsible experience in systems analysis and programming in a web application environment or similar work on applications in a PeopleSoft environment. Payroll Resources Information and functional experience in an integrated Enterprise Resource Planning (ERP) system is required.

Experience:

Minimum of six (6) years of experience in systems analysis and programming in a web application environment or similar work on applications in a PeopleSoft environment. Minimum of four (4) years of experience in Payroll Information and functional experience in an integrated Enterprise Resource Planning (ERP) system is required.

Absence Management Role:

Should have PeopleSoft version 9.1 (or greater) Absence Management experience with the establishment of absence frameworks, absence calendars and configuring entitlements.

Time and Labor Role:

Should have PeopleSoft version 9.1 (or greater) Time and Labor experience defining workgroups and task groups and setting up processing rules so time is managed according to the Authorities business processes.

Job Summary/Essential Functions

This position is responsible for the oversight and support of the PeopleSoft Human Capital Management System to include Absence Management (AM) and Time & Labor (TL) as assigned, to accurately collect and report time and absences for the PeopleSoft Payroll and interface with Human Resources, Project Costing and the General Ledger.

These are functional and professional positions that provide planning, development, implementation, documentation and support for the organization's PeopleSoft Human Capital Management systems applications. These positions are responsible for defining functional business processes and translating them into system requirements. Communicating these requirements to Accounting management and Information Technology (IT) management.

Troubleshoots problems and provides production support for all PeopleSoft AM & TL applications. Identifies issues and recommends possible solutions for system improvements through the unit testing process.

Ensures the availability and provision of standard reports. Assists users in the development and implementation of all ad-hoc special reporting requirements. Develops user impact analysis of all system changes, improvements or upgrades.

Provides functional leadership and works directly with Payroll, Human Resources and internal IT development to support the WMATA custom reports and pay statement balances.

Works with Payroll and HR on employee enrollment issues and monitors incorrect paygroup mappings on the job record. Assists Payroll to run reconciliation queries and reports to support each pay cycle.

Coordinates meetings with customers, technical team, quality assurance and training groups to ensure understanding of the specifications.

Works closely with end users to identify system-related training needs and assists in the development and implementation of training solutions.

Absence Management Role:

Setting up Absence framework, Absence calendars, and Absence events and supporting payroll elements. Should be familiar with self-service configuration, creating absence events, overrides, absence migration and integration with Time & Labor.

Creates rules that track employees' paid time out for sick, vacation or other absences and will define conditions that must be met for absences to be paid. Defines accrual process for types of absences monitoring how the system applies the rules as defined.

Time and Labor Role:

Coordinates with Payroll and IT on running the Time Administration and Integration process to include Time & Labor Paysheets, Load Absences and Pull Cost to sub-systems. Identifying any errors and assisting with performance issues.

Sets up processing rules to manage time. Enrolls time reporters into Time and Labor and assigns them to work schedules.

Works with Payroll and IT to support the WMATA custom T&L process rules. Understands the functionality and how they comply with labor contracts and pay policies.
