Qualifications
To qualify for pay band 3B applicants must meet the following:
Have at least one year of specialized experience relevant to the position duties and comparable to the MCC Pay Band 4A (GS-13) or an equivalent level which is directly related to the work of this position, and which has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position. For this position, this experience is defined as; administering Federal grants, cooperative agreements, or awards and ensuring that US Government funds are properly planned, budgeted, obligated, and expended; applying knowledge of 2 CFR 200, Appropriations Law, and other donor guidelines sufficient to provide expert guidance and advice to others regarding the expenditure of funds and to conduct reviews to ensure compliance with applicable laws, regulations, and guidance; developing policies and operational procedures, guidance, templates and training material for grants, cooperative agreements, or awards programs; and communicating (both orally and in writing), with a variety of stakeholders to present, discuss and implement findings and recommendations. Note: This experience MUST be well documented within your resume or application.

- You will be responsible for ensuring that US Government funds are properly planned, budgeted, obligated, and expended in MCC foreign assistance programs, and for working with MCC staff in the award and management (called Grant Administration) of MCA Grant Programs. These policies and practices follow MCC's Program Grants Guidelines (PGG). Typical work assignment will include work assignments include:
- Conducting training programs and supporting MCAs in awarding and managing Grants.
- Evaluating, as needed, the adequacy of MCAs' Grant information management systems and structures proposed by host countries and/or other agencies to help MCC determine if those could be acceptable by MCC as adequate for protecting the US government funds spend through MCC.
- Proposing solutions to Grant Administration challenges in implementing MCC-funded assistance in partner countries.
- Formulating MCC Grants policies and operational procedures for managing MCC funds.
- Developing and implementing operational procedures to monitor Grant Administration effectiveness and compliance with MCC requirements during development and execution of the compact and/or threshold programs.
- Providing authoritative guidance to the partner country counterparts and to MCC colleagues.
- Establishing the Grant Administration structure to prevent fraud, waste, and abuse in the use of grant resources are implemented by the MCA.
- Contributing knowledge of Grant Administration topics, best practices, and lessons learned to PAA.
- Contributing to the formulation of policies relevant to Grants Administration in Sector Operations and preparing reports and written analyses regarding MCC policies and positions on difficult or complex matters.
- Assisting the Office of the Inspector General, when necessary, on matters related to Grant audits.
- Performing other duties as assigned.

- Knowledge of grants management in international donor agency context in order to serve as an expert strategic advisor on issues pertaining to grants under MCC Compacts.

- RECRUITMENT/RELOCATION BONUS may be authorized for this position. If you are not a current federal employee this position may authorize a one time Recruitment bonus to be paid over a specified period.
