Qualifications
All candidates for SES positions with the Federal Government must demonstrate leadership experience indicative of senior executive level management capability.

Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.(Competencies: conflict management, leveraging diversity, developing others, team building).
ECQ 3 - RESULTS DRIVEN : This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. (Competencies: accountability, customer service, decisiveness, entrepreneurship, problem solving, technical credibility).
ECQ 4 - BUSINESS ACUMEN : This core qualification involves the ability to manage human, financial, and information resources strategically.(Competencies: financial management, human capital management, technology management).
ECQ 5 - BUILDING COALITIONS : This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. (Competencies: partnering, political savvy, influencing/negotiating).

Professional/Technical Qualifications:
. Demonstrated experience in leading a geographically dispersed organization while incorporating program and policy initiatives pertaining to operational support programs (i.e., financial management, human capital, internal controls and systems, training and development, etc.). Demonstrated ability to communicate and collaborate with senior level officials, such as ambassadors; senior management officials of foreign and domestic industries; executive level representatives of trade associations; and other high-ranking individuals. Demonstrated experience in leading a diverse team within cross-cultural environments while balancing change and continuity, improving customer service, increasing program efficiencies, and ensuring accountability.
IF SELECTED, you will be required to complete an ECQ package by drafting narratives for each of the ECQs and be certified by an OPM Qualifications Review Board (QRB) in order to be placed in this position. If you are currently serving in a career SES appointment, are eligible for reinstatement into the SES, or have successfully completed an SES Candidate Development Program and your ECQs were certified by an OPM QRB, you WILL NOT need to draft the ECQs.

The Deputy Assistant Secretary is responsible for managing the accomplishment of the following activities for Global Market Operations:
- Oversees three consolidated Global Market administrative units on budget, human capital, and administrative services management which impact all of Global Markets.
- Provides administrative management oversight and review to Headquarter Operations including the U.S. Field Operations, responsible for administrative management of the domestic field operations distributed among U.S. Export Assistance Centers and public/private partnership programs nationwide that provide comprehensive export counseling, trade facilitation, trade finance, information, and other products and services to U.S. businesses and partners (associations, state, and local governments).
- Coordinates with the Department of State's Human Resources/Office of Overseas Employment on human capital programs for GM Foreign Service and Locally Employed Staff, including workforce planning, recruitment and placement, performance management, employee development and training, classification, equal employment opportunity, employee and labor relations, promotions, career planning and separations.
- Serves as a liaison with the Department of State on Foreign Service human resource issues; and provides Foreign Service human capital services to other units of the Department through memoranda of understanding and inter-agency agreements.
- Serves on various managerial working groups, committees, panels, and the like as a senior ITA official, and may also assume special program responsibility for major initiatives critical to GM and or ITA advancement.
