Program Manager (Joint Duty Program)

  • Ensure the Joint Duty Program FAQS on DHS Connect are up to date with the program requirements and information.
  • Post and track announcements through USAStaffing. Review applications for accuracy.
  • Submit and track applications sent to managers through USAStaffing.
  • Onboard Joint Duty participants selected with or without USA Staffing.
  • Maintain contact with Joint Duty Program announcements POC's; Manage and complete post-selection activities in USAStaffing.
  • Use USAStaffing to generate continuous reports.
  • Ensure announcement electronic case file is complete (i.e., all announcement tasks are complete) through USAStaffing.
  • Ensure all notifications are sent to applicants through USAStaffing.
  • Evaluate Joint Duty Program policies and prepare recommendations; maintains current knowledge and answers employees' questions on procedures, policies, and directives, etc.
  • Ensuring the effective exchange of data and assisting in resolving complex issues and problems related to the Joint Duty Program.
  • Distributes and balances workload among employees in accordance with staff workflow; ensures timely accomplishment of the assigned workload.
  • Reviewing and analyzing administrative policies, clarifying confusing guidelines, making recommendations to supervisor for changes to administrative policies and procedures for operational clarity; and managing a variety of administrative operations/functions.


Conditions of Employment

  • Must be a current permanent Federal employee
  • Must have supervisory approval to apply to the Joint Duty Assignment. DHS 250-2 Application Form under "required documents" section.
  • Must NOT have any pending/outstanding disciplinary actions
  • Must have achieved a minimum of "meet expectations/proficiency" on latest performance appraisal/evaluation
  • Must be currently at the grade level of the detail. *No Temporary Promotion Opportunity*
  • The program does not apply to members of the Military service or contractors.


Qualifications required:
  • Expert in USAStaffing.
  • Ability to communicate orally and in writing; engaged in constant communication with officials involved in program support operations.
  • Ability to inform the supervisor and team members of potentially controversial findings, issues, or problems that may impact the Joint Duty Program.
  • Ability to establish personal contacts with DHS managers/ supervisors, subject matter experts, high-level officials in other Federal agencies, etc.

    If the position requires a security clearance, employees must have a SECRET or TOP SECRET clearance to placement AND must maintain that level of clearance while performing in the position.

    Selected applicants for a JDA are requested to fulfill the items below during the JDA:
  • Complete the DHS Training Course 15 days prior to the arrival to the JDA.
  • Complete the DHS Joint Duty Assignment Progress Plan to include:
    • Phase 1: Establish assignment objectives within the first 30 days of the JDA.
    • Phase 2: Complete a self-assessment of the duties performed at the mid-point of the JDA.
    • Phase 3: Complete a final review within the last 30 days of the JDA.
