The Contract Specialist, Sr. supports the IPPS-A PMO by performing ongoing support contracts administration by preparing, managing, updating, and reviewing Acquisition Requirements Package (ARPs) in support of solicitations and associated timelines.

Responsibilities
  • Collaborate with a variety of Program Offices to ensure that all acquisition package components are completed in a compliant manner.
  • Assist contracting offices in meeting Procurement Acquisition Lead Times (PALT) milestones.
  • Monitor and advise on the scheduling of key contract milestones, including new awards, close-outs, and extensions or renewals to meet program milestones.
  • Assist in procuring and managing large and complex acquisitions, including commercial hardware and software IT requirements by utilizing the Army's Computer Hardware, Enterprise Software Solutions (CHESS) program.
  • Provide pre-award acquisition support, including translating task requirements into well-documented, well-written solicitation packages.
  • Monitor contract performance for all contracts.
  • Maintain a record of contract budgets.
  • Support formulation of contract requirements and strategies throughout the acquisition lifecycle.
  • Coordinate and interface with the appropriate contracting offices on contract action items and contract management activities.
  • Maintain and update contract management schedule activities.
  • Work with program managers on procurement policies, regulations, and procedures.
  • Support multiple purchasing actions in a fast-paced environment.
  • Maintain working knowledge of the Federal Acquisition Regulation (FAR) and agency supplemental regulations, utilizing/applying all applicable regulations, policies, and procedures.
  • Advise leadership on terms and conditions of contracts directing/coordinating the execution of contract activities within specified time frames; ensure submittal of deliverables by the contracts.
  • Other duties as assigned.

Qualifications
  • MA/MS degree OR
  • High school degree and an additional 6+ years of equivalent years of experience
  • 10+ years of experience
  • Secret clearance required

Knowledge, Skills, and Abilities:
  • Excellent interpersonal skills and a collaborative management style.
  • Shall have the required skills, training, and experience necessary to use the following software program(s): Microsoft Office (Word, PowerPoint, Excel, and Outlook), Microsoft Products (SharePoint, Visio, and Project), and Computer Hardware Enterprise Software Solutions Program (CHESS).
  • Shall have the required skills, training, and experience necessary to use cost estimating and scheduling tools, such as the software program(s) including Cost Estimating and Scheduling Tools such as, but not limited to: Automated Cost Estimate and Interactive Tool (ACEIT)-Cost Development, Software Lifecycle Model (SLiM)-Agile Costing, System Evaluation and Estimation of Resources (SEER) Estimating Suite, True Planning-Agile Costing, Deltek Application, Primavera P6, Primavera Risk Analysis, and Power BI
  • Shall have the required skills, training, and experience necessary to use Budget Management Support Tools including but not limited to GFEBS - Enterprise Resource Planning (ERP) and BI Applications, Logistics Management Program (LMP), cProbe, APMS, Budget Maintenance, ITAS, cSustain, Defense Travel System (DTS), PMRT - MAR/DAPR/PMRT Enterprise Analytics/Spend Plan/State by State/FO Dashboard/FO Dashboard (OMA), CCAR - Funding Documents/Recon/Spend Plans/Re-Forecasting, ADVANA Dormant Account Review Quarterly (DAR-Q) - Quarterly Reconciliation, Procurement Integrated Enterprise Environment (PIEE) - Wide Area Workflow (WAWF) and Electronic Data Access (EDA) - Contract and Invoice Research, SNaP - App to upload T&E Report and Costs across POM years, Snap-IT, PANDR/ALTESS - P&R form updates for BES & PB, APMS - Funding / Narrative updates, and PMART.
  • Excellent communication skills both verbal and written.
