The Fairfax County Department of Public Works & Environmental Services (DPWES) is seeking an engineer with project management experience in design and/or construction who will be responsible for all phases of contract administration for a variety of wastewater capital improvement projects in the Wastewater Treatment Branch, in the agency of Capital Facilities. The Senior Engineer III position may be responsible for the following:
- Overall management and leadership of capital projects from concept through project close-out including: site and consultant selection and contract negotiation, coordination and collaboration with customers, manages consultants in all phases of design including schematic design, design development, and contract drawing and specification development. Also manages and coordinates value engineering and constructability reviews. Ensures schedule and budget requirements are met and maintains project documentation and reporting, coordination and management of bidding and construction, monitoring construction progress, change order and contract dispute negotiations and resolution, construction quality control, and project close out.
- Serves as a primary point of contact with the engineering design consultant, contractor, and other agencies as required, and maintains all project documentation.
- Responds to technical, design and scope related questions during the planning design and construction phase. May make presentations to senior County leadership and to County residents.
- Performs all aspects of design and/or construction contract administration for complex wastewater projects.
- Serves as Construction Manager (CM) responsible for bidding and construction contract administration.
- Able to work in a fast-paced collaborative team environment; and provide outstanding customer service to using agencies and project stakeholders.
- Stays abreast of technical codes and safety regulations.
- Promotes safety, communication, teamwork, and collaboration with internal as well as external project stakeholders. Candidates must have excellent written and verbal communication skills.

Employment Standards
MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from a four-year college or university accredited by the Accreditation Board of Engineering and Technologies with a bachelor's degree in the appropriate engineering or architectural field; plus four years of progressively responsible professional experience in the appropriate engineering field.
CERTIFICATES AND LICENSES REQUIRED:
- A valid driver's license.
- Possession of a valid Virginia Professional Engineer or Architect license.
Please note that if the selected candidate is licensed in another state, they will be required to obtain a Virginia PE or RA license through the reciprocity process within twelve (12) months of the award letter date as a condition of employment.
NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background and driving record check to the satisfaction of the employer.
PREFERRED QUALIFICATIONS:
- At least 4 years of experience procuring, administering, and managing architectural/engineering and/or construction contracts in the water and wastewater fields.
- Experience with financial and budgetary planning, tracking, and reporting at the project and program level.
- At least 4 years of experience managing multiple capital projects in design and construction on projects ranging from small renovations and upgrades to new stand-alone facilities. Experience includes consultant selection, negotiations, contract management, planning, budget and schedule development, site assessment, coordination of property acquisition for public use, quality control, and construction administration.
- Project management experience with the approval and permitting phases of the development process, including land use and entitlement process to ensure approvals are in line with County proprietary and regulatory requirements.
- At least 3 years of professional engineer experience with local, federal, and state building and site development codes.
- Certified Construction Manager (CCM) certification or Project Management Professional (PMP) certification.
Must be able to physically navigate rough and slippery terrain found at typical construction sites to perform field inspections at project construction sites or potential sites for future facilities to make direct observation of work in progress including recognizing unforeseen hazards such as sharp objects, warning signs, slippery surfaces, steep depressions, tripping and fall hazards, sudden movement of heavy equipment. Ability to participate in and understand verbal conversations at typical speaking volume and pace as well as respond to audio alarms and verbal warnings on construction sites, over the phone, and in the office workplace. Ability to produce organized and legible handwritten, typed/computer generated documents including the use of graphics. Ability to use computers/computer software for communication, report generation, electronic file-keeping, project metrics analysis, and project tracking purposes. Able to safely climb ladders and to go up and down stairs. Ability to lift 30 pounds overhead. All duties performed with or without reasonable accommodations.
