Minimum Qualifications

  • Bachelor's Degree in Business Management, Engineering, or related discipline.
    • In lieu of Bachelor's Degree, a High School diploma or GED and four (4) years of experience in Elevator and Escalator maintenance or a related technical maintenance field with failure/trend analysis and preventive maintenance scheduling.

  • Four (4) years of experience in Elevator and Escalator maintenance or a related technical maintenance field in a supervisory and/or management role of which experience includes failure/trend analysis and preventive maintenance scheduling

  • National Association of Elevator Safety Authorities (NAESA) QEI-1 certification or equivalent QEI-1 certification recognized in District of Columbia, Maryland, and Virginia jurisdictions
  • Possession of a valid driver's license issued from the jurisdiction of residence

  • Education
    • Vocational or technical training in vertical transportation equipment

Incumbents in this role may be required to report to or continue to work in the event of authorized office closings or service suspensions due to severe weather, natural disaster, fire, operational emergencies or related events.

Job Summary

The Superintendent, Elevator/Escalator manages the day to day operations of the Office of Elevator and Escalator Services (ELES) maintenance region or assigned Area of Responsibility (AOR). The incumbent ensures assigned region or AOR meets maintenance compliance and availability goals set by the Authority. Additionally, the Superintendent, Elevator/Escalator ensures all assets remain code compliant while in operation.

Essential Functions
  • Ensures assigned Region or Area of Responsibility meets all Key Performance Indicators (KPI) including Preventive Maintenance (PM) compliance, Elevator and Escalator Availability, Mean Time Between Failures (MTBF), Mean Time to Repair (MTR), and all corrective maintenance standards.
  • Develops work schedules and priorities for assigned area of responsibility to ensure proper resource allocation.
  • Manages operations budget and verifies fiscal compliance.
  • Works with the Office of Labor Relations and the Office of Employee Relations to resolve grievances, disputes, and disciplinary actions protecting the Authority's legal interest and continuity of operations.
  • Monitors, reviews and approves time and attendance for subordinate staff, enforces established administrative policies and optimizes personnel resource utilization.
  • Facilitates and ensures quality and regulatory compliance which includes Authorities Having Jurisdictions (AHJ), Federal Transit Administration (FTA), Traffic Operations Center (TOC), and Quality Assurance, Internal Compliance & Oversight (QICO) regulations for assigned area.
  • Provides a safe working environment and enforces safety standards for maintenance group. Reports unsafe working environments and any accidents/injuries within AOR, participates in the Local Safety Committee (LSC), and ensures the Washington Metropolitan Area Transit Authority (WMATA)'s safety metrics are met or exceeded.
  • Directs, supervises, and evaluates assigned staff.
  • Contributes to maintenance support plans for special events and severe weather coverage throughout the year. May be required to work in the ELES Operations Center (EOC) during these events.
  • Conducts field audits on field work and station conditions.
  • Develops and implements appropriate technical approaches and work structure modifications to maximize unit performance efficiency, and adapts to flexible demands and changing conditions.

Other Functions
  • Works with other departments to support ELES' goals, and prepares and delivers concise written or oral reports or briefings on program status, goals, and interdepartmental coordination related issues.
  • Operates WMATA vehicle as necessary.
  • Monitors time and attendance records, approves scheduled overtime and ensures accurate time code recording.
