- Serve as a senior HR Specialist utilizing the full range of HR methods, principles, practices and evaluative methodologies to advise on and/or resolve classification problems which range from recurring through complex and unprecedented.
- Evaluate position management in assigned organizations and provides assistance to supervisors and operating officials on ways to improve structure, work distribution, and the use of employee skills.
- Analyze and classify individual positions descriptions. Determine the correct classification by comparison to existing standards related to the work, and prepares necessary evaluation statements.
- Explain the standards, classification decisions, impact of designated duties on classification, and complaint and appeal procedures to employees, supervisors, and operating officials or managers.
- Design and deliver training on classification and position management to supervisors and HR Specialists. Conduct reviews of position information in data systems and make recommendations for corrective action.

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.

You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: applying Federal job grading standards to determine title, occupational series, and grade or pay levels for both general schedule and federal wage positions; applying position classification principles to prepare new or make changes to federal wage and general schedule position descriptions; conduct research to provide advisory opinions; and prepare evaluation statements.Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. IHS may offer newly-appointed Federal employees credit for their directly related previous non-federal experience or active duty uniformed military service.
