Fairfax County Juvenile and Domestic Relations District Court (JDRDC) is seeking a well-qualified HR professional with exceptional leadership skills for an HR manager position. The Fairfax County Juvenile and Domestic Relations District Court has jurisdiction over juvenile matters, offenses committed by adults against juveniles (youth under the age of 18), and family matters, except divorce, in Fairfax County, the City of Fairfax, and the towns of Herndon, Vienna and Clifton.
JDRDC is committed to the One Fairfax initiative, which promotes racial and social equity in services and employment practices.
Under the supervision of the Court Operations Manager, oversees the full array of strategic and operational human resources activities for JDRDC. Manages the daily operations of the Human Resources Unit and is responsible for oversight of all human resources activities, including recruitment, payroll, policies and procedures, training and orientation, employee relations, special project coordination, performance management, workforce planning, classification and compensation, and countywide liaison functions. Provides leadership, management, and direct supervision of human resources professionals and assistants in the HR Unit. Serves as an integral member of the department’s Executive Management Team, providing strategic leadership, direction, and expert guidance to senior department managers on all aspects of human resources functions and initiatives.
Collaborates across department, county, and community partners to develop and implement creative and effective recruitment and retention strategies to attract and retain employees for key positions. Sponsors quality improvement activities including the analysis of human resources business and operational processes and the formulation and implementation of improvement strategies to strategically address challenges in human capital management. Directs the tracking, analysis and dissemination of HR data, reports, and metrics dashboards to drive organizational excellence, and support data-driven decision making.
Collaborates with senior leaders and managers to resolve complex human resources issues proactively and creatively. Serves as JDRDC’s expert on employee relations matters, counseling management and employees to promote effective and productive workplace relationships. Provides guidance and recommendations on all phases of the performance management, coaching, disciplinary, grievance, civil service, and collective bargaining processes. Drives the development of departmental human resources policies, procedures, and guidelines using benchmarking and best practices for human resources management.
Note: This position is considered emergency service personnel.

Provides supervision over professional level personnel in human resources functions;
Manages the human resources functions for a moderately complex department;
Serves as a member of senior management department teams and participates in strategic planning efforts to meet the organizational goals of the department;
Supervises full performance level professional staff;
Analyzes human resources business processes and makes recommendations for improvement;
Interprets county policies and procedures as well as federal, state, and local laws;
Counsels employees and managers on employee relations issues.

Considerable knowledge of the principles, practices, and techniques relating to human resources;
Ability to make oral presentations to department management, other departments, or the public;

Ability to lead assigned employees, including delegating and reviewing work assignments, providing coaching and guidance, monitoring and evaluating performance, and supporting training and development planning;
Ability to supervise and train staff.

MINIMUM QUALIFICATIONS:

Graduation from an accredited four-year college or university with a bachelor's degree in human resource management, public administration, or a related field; plus four years of professional-level human resources experience.
NECESSARY SPECIAL REQUIREMENTS:
- This position is considered "essential personnel" and will be required to report to work during times designated countywide as approved for unscheduled leave regardless of the emergency situation (i.e., weather, transportation, other disaster).
- The appointee to the position will be required to complete a criminal background check and Child Protective Services Registry check to the satisfaction of the employer.
PREFERRED QUALIFICATIONS:
- Degree in HR management, business administration, public administration, or related field, or professional HR certification.
- Three or more years of experience of professional HR experience managing and providing guidance to management on complex and sensitive employee relations cases.
- Three or more years of experience supervising professional and administrative HR staff.
- Two or more years of experience managing the full life cycle of the recruitment and selection process.
- Two or more years of experience working in the public sector.
- Two or more years of experience in a collective bargaining environment.
- Two or more years managing complex Family and Medical Leave, Worker’s Compensation and/or American Disabilities Act cases.
- Intermediate skills in Microsoft Office Suite and HRIS.
- Excellent oral and written communication and interpersonal skills.
PHYSICAL REQUIREMENTS:
- Ability to communicate orally and in writing in a clear and concise manner.
- Ability to operate keyboard-driven equipment and to use other automated technology.
- Sufficiently mobile in order to make presentations and attend meetings outside the assigned working location.
