We are seeking a highly motivated individual to serve as the chief of the Dam Safety and Capital Projects Section within the Maintenance and Stormwater Management Division, Stormwater Facilities Branch. As Section Chief, provides leadership, management and engineering oversight of the Dam Safety and Capital Projects Section. Provides program management for the Capital Projects Program, which is focused on design and construction of maintenance, repair, and retrofit projects on County owned stormwater management facilities and stormwater system. Provides program management and engineering oversight for operations and maintenance of the county's state-regulated dams, other critical stormwater infrastructure (levee, tide gate, pump station), and the flood warning system.
- Manages the maintenance and rehabilitation of the county's storm water management facilities, including ponds, green infrastructure, and manufactured facilities
- Develops engineering solutions to achieve project goals; facility repair, rehabilitation or replacement; outfall and stream restoration; and retrofit projects in support of the county's asset management program and water quality compliance requirements
- Resolves storm drainage, flooding, or stormwater management related issues and situations where conflicting or competing interests may arise
- Leads and develops project scope, schedule, engineering contract, design, cost estimate, permits, stakeholder outreach, correspondence, and construction management
- Leads, supervises and serves as a mentor to a team of engineers, project managers, and engineering technicians
- Leads, coordinates and manages project logistics, staff, and resources from a variety of internal and external sources including technical, legal and other specialty engineering and construction fields
- Provides engineering oversight of all design and construction work completed by staff, consultants, and contractors
- Provides quality control and quality assurance for all assigned work
- Participates, develops and implements the annual work plan and budget
- Ensures appropriate operations and maintenance is performed on critical County-owned stormwater infrastructure
- Ensures compliance with federal, state and county environmental permitting requirements
- Ensures outreach and coordination with the community, stakeholder, and county agencies
- Seals and signs engineering work products prepared within the work group
- Promotes safety awareness and enforces safety procedures

Note: Required to be available 24 hours a day/seven days a week (24/7) to respond to snow, flooding, and other designated emergencies on an as needed basis.
*A $5,000 signing bonus is available to new county employees hired in the Engineer IV position.
Required Knowledge Skills and Abilities

- Depending on the functional area of assignment:
- Knowledge of the principles, theory and practice of civil, architectural, and environmental engineering or urban planning;
- Knowledge of computer applications and software (such as CAD) associated with the preparation of plans and engineering computations;
- Knowledge of common methods and equipment used in engineering construction and of inspection methods used in reviewing such work;
- Knowledge of the principles, practices and techniques relating to construction project management and contract administration;
- Knowledge of Virginia Uniform Statewide Building Code and the codes and ordinances which apply to building construction in Fairfax County;
- Knowledge of real property descriptions;
- Knowledge of environmental testing methods;
- Ability to review construction documents, designs and proposals for costs, design requirements and compatibility with County standards, guides and operational needs;
- Ability to prepare reports, specifications, and contract documents, studies, and technical analysis and present findings in clear and concise format;
- Ability to coordinate long-term, complex project plans;
- Ability to plan, coordinate and oversee the work of team(s), subordinates and diverse professional and sub-professional engineering staff;
- Ability to communicate and interact effectively with the public, senior County staff and the Fairfax County Board of Supervisors.
Employment Standards
MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following: (Click on the aforementioned link to learn how Fairfax County interprets equivalencies for “Any combination, experience, and training equivalent to”) Graduation from a four-year college or university accredited by the Accreditation Board of Engineering and Technologies with a bachelor's degree in the appropriate engineering or architectural field; plus five years of progressively responsible professional experience in the appropriate engineering field.<
CERTIFICATES AND LICENSES REQUIRED:
- A valid driver's license.
- Professional Engineer (PE) or Registered Architect (RA).
- DEQ - Stormwater Management Inspector certification - completion of first required training class within 12 months of hire and certification required within 12 months of date of completion of first required class.
- DEQ - Stormwater Management Plan Reviewer certification - completion of first required training class within 12 months of hire and certification required within 12 months of date of completion of first required class.
An individual who possesses a valid Professional Engineer or Architect license in another state will be granted a temporary exemption to this requirement pending the Board for Architects, Professional Engineers, Land Surveyors, Certified Interior Designers & Landscape Architects decision regarding that individual's application for reciprocity. As a Professional Engineer or Registered Architect, signs and seals own work product and/or that of subordinate staff.
NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, driving record check, and a pre-employment physical examination to the satisfaction of the employer.
PREFERRED QUALIFICATIONS:
Knowledge and experience designing/retrofitting stormwater management facilities with the use of hydrologic and hydraulic modeling. Experience with state-regulated dam and levee design, construction, operations, and/or maintenance. Experience leading diverse groups of professional, technical and/or field staff in public infrastructure management including design, construction, and maintenance. Effective supervisory, team leadership, and program/project management skills. Experience managing architectural or engineering contracts and the completion of stormwater project construction plans for implementation. Knowledgeable with applicable environmental regulations. Contract and budget management experience. Excellent communication skills.
PHYSICAL REQUIREMENTS:
Physically and mentally able to use all applicable personal protective equipment in an outdoor environment; including hardhat, eye protection, hearing protection, safety footwear, and personal fall arrest harness. All duties performed with or without reasonable accommodations.
