Land Development Services (LDS) is the steward of the county's land development and building construction codes and regulations, and its staff members embrace their essential role as "first preventers." Every day, through careful review, permitting and inspection of site and building construction, our staff protect the health, safety, welfare, and environment for those who live in, work in, and visit Fairfax County. Our department also serves as the gateway to much of the county's economic development, reviewing over 30,000 building and site plan submissions, issuing nearly 70,000 building permits, and conducting over 220,000 building and site inspections each year. Duties include:
- Prepares and reviews amendments to the Code of the County of Fairfax, Virginia and the Fairfax County Public Facilities Manual (PFM).
- Interprets state and local code, regulations and policies, and the PFM, pertaining to land development.
- Performs research as necessary to develop code amendments and solicits input from appropriate stakeholders including but not limited to county and state agencies, industry and/or citizen groups.
- Prepares and presents complex technical issues and amendments to the Board of Supervisors, Planning Commission, various Boards, Authorities and Commissions, stakeholder groups and the public.
- Conducts technical training sessions and prepares relevant course materials. Coordinates training activities with appropriate county personnel. Conducts LDS and industry training on amendments to share knowledge of code changes and promote consistent implementation.
- Advises and serves as the Land Development Services representative on technical committees pertaining to land development.
- Develops and manages multiple projects, assignments and schedules.
Employment Standards
MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four year college or university with a bachelor's degree in a field of study directly related to the industry being regulated such as engineering, architecture, urban planning, biological or environmental science, public administration, law enforcement, legal studies or a related field; plus four years of progressively more responsible complaint resolution and/or code enforcement experience in the industry being regulated.
CERTIFICATES AND LICENSES REQUIRED:
- A valid driver's license.
- DEQ Stormwater Management Plan Reviewer certification - completion of first required training class within 12 months of hire and certification required within 12 months of date of completion of first required class (Required within 12 months) ?
- DEQ - Erosion & Sediment Control Plan Reviewer certification - completion of first required training class within 12 months of hire and certification required within 12 months of date of completion of first required class (Required within 12 months)
NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, and a driving record check to the satisfaction of the employer.
PREFERRED QUALIFICATIONS:
- Clear and concise oral and written communication skills.
- Ability to prepare training materials and provide training and presentations to others including SDID staff, other regulatory agencies, elected officials, stakeholders and applicants.
- Ability to work collaboratively with others, other regulatory agencies, elected officials, stakeholders and applicants.
- Ability to manage multiple projects and be solution-oriented and decisive.
- Strong knowledge of land development processes, regulations and construction techniques used in land development, particularly in Northern Virginia.
PHYSICAL REQUIREMENTS:
Duties are generally sedentary and are performed in an office environment. All duties performed with or without reasonable accommodations.
