Responsibilities & Qualifications

RESPONSIBILITIES
  • Collaborate with business leaders and staff to define and analyze business needs.
  • Work with Information Technology and vendors to identify potential solutions to business needs.
  • Define a set of requirements to outline what must be done for a project.
  • Define, document, and communicate business needs to developers in user stories.
  • Work with technical resources to create system design specifications from business requirements.
  • Work with business leaders and Subject Matter Experts (SMEs) to define processing and workflow needs and gaps.
  • Provide improvements to business processes, such as designing efficient workflows and procedures meeting the needs of the functional area.
  • Manage and document the software promotion to process from development through test environments and into production.
  • Develop user test plans, test scenarios and test cases for manual and automated testing.
  • Create and populate automated testing templates with proper test data for use with the designated automated testing system.
  • Coordinate and perform preliminary User Acceptance Test (UAT) testing.
  • Verify and document test results in coordination with project test activities.
  • Work with outside UAT resources as necessary.
  • Excellent communication, interpersonal, and organizational skills
  • Highly self-motivated and self-directed, demonstrating responsiveness and flexibility.
  • Strong sense of commitment to the team project team.
  • Demonstrates creativity and innovative thinking.
  • Strong customer service orientation.
  • Troubleshoot, resolve, and document issues reported through service tickets.
  • Create and maintain technical documentation; Other duties as assigned.
  • Experience in agile methodologies and with process management tools such as Jira.
  • Instinct to ask relevant probing questions that get to the "why" behind business requests.
  • Self-motivated focus on continuous development, results delivery, high performance, and accountability.
  • Strong critical thinking and verbal/written communication skills, with the ability to distill relevant and accurate information from potentially ambiguous business descriptions.
  • The candidate will work directly with systems and software engineers and architects to design and implement solutions in a large complex worldwide enterprise.
  • Manage production releases/deployment process and communication of applications on regular basis.
  • Manage Agile teams in on premise or cloud-based member portals.
  • Lead multiple Scrum and/or Kanban teams.
  • Proficient in Agile\Scrum principles.
  • Facilitate Scrum Work: Sprint Planning, Daily Standups, Assist with Backlog and new requests, remove roadblocks, etc.
  • Partner with the Product Owner in meeting the definition of ready and definition of done.
  • Maintain release calendar(s) to coordinate release schedules in centralized place.
  • Experience / certification in Dev/Ops tools such as Atlassian Jira a strong plus.
  • Providing support on design, implementation, deployment, and support of the enterprise's IBM FileNet-based ADAMS document repository.
  • Assessing requirements for document repository solutions to meet stakeholders needs.
  • Direct strategic design, acquisition, management, and implementation of a program-wide technology infrastructure.
  • Direct activities necessary to keep technology infrastructure running seamlessly, efficiently, and effectively while ensuring compliance with established standards and policies.
  • Developing strategies and working with other teams to integrate new Information Systems with the enterprise document repository solution.
  • Utilizes software engineering and design methodologies appropriate to the development, integration, and production environment.
  • Mitigates risks, controls costs and schedule variance, and effectively manages large scale, integrated software projects.
  • Demonstrated experience with the ITIL framework (v4), Agile, and Scaled Agile Framework (SAFe).

REQUIRED QUALIFICATIONS
  • Bachelor's degree or certification in Business Information Technology, Business related study, or equivalent work experience
  • 10 or more years of business analyst experience
  • Certified Scrum Master certification
  • Working knowledge of Atlassian Jira, Confluence including report and dashboard creation
  • Experience with a Service Management Tool (Preferably ServiceNow)
  • Ability to understand business drivers and how to meet the business need.
  • Experience with the production of technical requirements and architecture documents
  • Experience with business transformation, process reengineering, or other change management practices
  • Experience working in an Agile environment with Scrum and/or Kanban frameworks.
  • Working knowledge and experience with Microsoft Office applications (Outlook, Word, Excel, Teams)
  • Working knowledge of Visio and Microsoft Project
  • Experience documenting and communicating business requirements in the form of user stories with acceptance criteria.
  • Analyze and document current-state versus future-state business processes.
  • Proactively communicate and collaborate with the business and technical teams to prioritize requirements, evaluate solutions, identify potential risks, define proposed solutions, and propose interim workarounds.
  • Identify and resolve conflicts and negotiate changes in priorities, design, and/or scope.
  • Facilitate demonstrations, user acceptance testing, and occasional training activities around the release of new products or functionality.

We are seeking a Agile Analyst (Systems Architect SME) to join our team supporting Agency Wide Documents Access and Management System (ADAMS) Systems Operation, Maintenance, and Migration (ADAMS O&M) program in Rockville, MD.

The Agile Analyst fills an important role as part of our Delivery Team by working with our developers, engineer, and architect teams to bring new and innovative solutions to business problems through collaboration with business and technical stakeholders.

The Agile Analyst adds value to the organization by solving business problems. The Agile Analyst is a member of the Delivery Team to assure successful implementation and maintenance activities related to our core application systems and its interfaces, by applying proven communication, analytical, problem- solving and verification skills.
