Duties

• You will provide technically sound advice and guidance to managers, supervisors, peers, and sponsors on specific technical aspects of systems or concept development.
• You will function as a Project Leader or Program Manager for small to medium projects/programs requiring services of Level II and III employees and/or contractors.
• You will utilize experience in Department of Defense Architectural Framework (DODAF) and Interoperability Support Plan (ISP) development.
• You will utilize knowledge and ability to develop operational architectures.
• You will possess systems level knowledge of multiple US Navy and US Marine Corps aviation platforms, networks and/or sensors, including their role in tactical employment options and general operational mission areas.
• You will utilize experience with Model Based Systems Engineering methods, Unified Modeling Language based modeling languages (e.g., Systems Modeling Language, Unified Architecture Framework, and Risk Analysis and Assessment Modeling Language).
• You will utilize experience using tools (e.g., Cameo Systems Modeler, IBM Rational, Sparks EA) and standards to build systems models.
• You will possess experience with Modeling and Simulation (M/S) including integration of descriptive and analytical models.
• You will portray the ability to configure and evaluate mission or system architecture and use modeling and testing to assess and refine designs.
• You will portray the ability to craft digital models (defining and analyzing behaviors, interfaces, and parametric).

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09/11 grade level or DP-03 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Utilizing experience in Architectural Framework and Interoperability Support Plan (ISP) development; 2) Showing knowledge and ability to develop operational architectures; 3) Portraying systems level knowledge of multiple aviation platforms, networks and/or sensors, including their role in tactical employment options and general operational mission areas; 4) Utilizing knowledge of Model Based Systems Engineering (MBSE) methods, Unified Modeling Language (UML) based modeling languages (e.g., Systems Modeling Language (SysML), Unified Architecture Framework (UAF), and Risk Analysis and Assessment Modeling Language (RAAML)), and tools (e.g., Cameo Systems Modeler, IBM Rational, Sparks EA) and standards to build systems models; 5) Showing Experience with Modeling and Simulation (M&S) including integration of descriptive and analytical models; 6) Configuring and evaluating mission or system architecture and using modeling and testing to assess and refine designs; and 7) Crafting digital models (defining and analyzing behaviors, interfaces, and parametric).

Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess.

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET) ; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above)

Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
