Associate Director (Social Impact)

The position serves as an Associate Director in the Office of Social Impact and Campaigns (SI). SI fosters community engagement across the U.S. Department of Homeland Security (DHS)'s mission space, with special emphasis on engaging underrepresented and underserved communities. SI coordinates outreach with community, faith-based, and non-governmental/non-profit organizations to build trust, share resources, and establish a routine process for collaboration. SI chairs the DHS Social Impact Working Group, a collaborative in support of Department-wide community initiatives.
SI also oversees two national public awareness campaigns, the "If You See Something, Say Something®" campaign to educate on the indicators of terrorism, terrorism-related crime, and domestic violent extremism, and the DHS Blue Campaign to combat human trafficking.

  • Serves as an Associate Director and provides management and oversight of SI programs, communications, and stakeholder relationships. Serves as a focal point for reporting program and project-specific information to both internal and external customers. Works with senior management to define goals and objectives to improve and leverage relationships with underserved and underrepresented communities, their leaders, and representatives of nonprofit organizations supporting them.
  • Identifies the impact of SI operations and activities on diverse communities, other agencies, and nonprofit organizations and works to resolve their concerns regarding SI policies and programs.
  • Builds and maintains relationships with stakeholder groups for continued participation in SI programs. Manages and implements projects designed to improve customer engagement. Responds to questions and issues raised from entities external to SI, both orally and in writing. Identifies and evaluates major programmatic issues that may require mitigation and planning and develop proposals and recommendations to address them.
  • Analyzes established policies and procedures affecting SI activities. Develops technical and policy papers, speeches, reports, testimony, and various types of correspondence regarding SI issues. Drafts briefing memos, talking points, and other materials to support SI, OPE, and IGA leadership.
  • Identifies opportunities to improve the accountability and efficiency of SI business areas including advocating a culture of integration and risk management that will strengthen interdependencies and mitigate program weaknesses.
  • Identifies areas for performance measurement and quality improvement and leads the development and administration of quality assurance activities. Works with the Executive Director to establish, implement, and measure annual SI strategic goals, and objectives.
  • Continually fosters effective and harmonious working relationships with other DHS headquarters offices, components and the interagency for the purposes of sharing and gathering pertinent information to advance and improve SI capabilities and effectiveness.

  • Must have achieved a minimum of "meet expectations/proficiency" on latest performance appraisal/evaluation
  • Must be currently at the grade level of the detail. *No Temporary Promotion Opportunity*

Qualifications required:
  • The ideal candidate will have most of the following experience:
    · Communications, marketing, and/or public relations
    · Stakeholder engagement/customer relations
    · Providing verbal presentations to a variety of internal and external groups
    · Writing and editing a variety of materials for a range of audiences
    · Research, data, and analytical techniques
    · Well-organized and able to multi-task on a variety of projects.

    Although this position is located in Washington D.C., it is a remote assignment with a flexible start and end date and the ability to extend up to one additional year.

    If the position requires a security clearance, employees must have a SECRET or TOP SECRET clearance to placement AND must maintain that level of clearance while performing in the position.

    Selected applicants for a JDA are requested to fulfill the items below during the JDA:
  • Complete the DHS Training Course 15 days prior to the arrival to the JDA.
  • Complete the DHS Joint Duty Assignment Progress Plan to include:
    • Phase 1: Establish assignment objectives within the first 30 days of the JDA.
    • Phase 2: Complete a self-assessment of the duties performed at the mid-point of the JDA.
    • Phase 3: Complete a final review within the last 30 days of the JDA.
