Marketing Statement:

The Washington Metropolitan Area Transit Authority (WMATA) Occupational Health and Wellness (OHAW) Department is seeking a Manager, Americans with Disabilities Act (ADA) Compliance Program who will be responsible for all aspects of the development, implementation, management and evaluation of organizational policy, procedures and objectives governing the disability accommodation process for employees and applicants. Responsibilities include managing WMATA's a team of professionals who dedicated to facilitating the ADA interactive process, providing strategic, professional level ADA compliance guidance, highly technical policy support, and utilizing subject matter expertise for all major substantive and procedural matters related to this functional area. The ideal candidate will be a proactive, flexible and experienced leader, with excellent interpersonal skills, be responsive, and exercise discretion in a complex occupational health setting. This role is critical to OHAW and requires a strategic thinker who is and highly organized, experienced in Title I ADA compliance an adept problem-solver, and skilled multitasker.

Minimum Qualifications

Education
  • A Bachelor's degree in human resources, psychology or a related field

Experience
  • Ten (10) years of technical, administrative and analytical experience in disability compliance, EEO program/policy development and implementation of functional areas, with demonstrated success in dealing with large multi-location organization having a diverse and unionized workforce. Must include a minimum of three (3) years of supervisory experience.

Preferred

Education
  • A Master's degree in human resources, psychology or a related field

Certification/Licensure
  • Senior Professional in Human Resources

Job Summary

The Manager, Americans with Disabilities Act (ADA) Compliance Program Manager (MADACP) is responsible for all aspects of the development, implementation, management and evaluation of organizational policy, procedures and objectives governing the disability accommodation process at the Washington Metropolitan Area Transit Authority (WMATA). The MADACP provides strategic, professional level ADA compliance guidance, highly technical policy support, and utilizes subject matter expertise in the management of all employee and applicant ADA compliance activities. The incumbent works independently and has extensive latitude for actions within established Authority guidelines and serves as the subject matter expert for all major substantive and procedural matters related to this functional area.

Essential Functions
  • Manages WMATA's ADA program staff and is responsible for performance management, employee development, budgeting and expense management. Ensures that the ADA compliance program is administered in a manner which is compliant with all relevant legal statutes, WMATA policies and OHAW standard operating procedures.
  • Responds to internal and external inquiries pertaining to WMATA's ADA Accommodation program. Functions as the subject matter expert for all matters related to Title I ADA Compliance. Provides practical knowledge of the reasonable accommodation process and its nuances while maintaining compliance with collective bargaining agreements and associated WMATA policies and programs which must work in tandem with ADA.
  • Manages all aspects WMATA's Nursing Mothers Program. Ensures that requested lactation arrangements are administered in accordance with the Fair Labor Standards Act (FLSA) and any applicable provisions of WMATA's collective bargaining agreements. Maintains knowledge of applicable provisions of the FLSA, WMATA collective bargaining agreements and scheduling protocols.
  • Manages ADA individualized assessment process for applicants and employees who do not meet the medical standards of a position due to disability as defined by the ADA. To ensure that adequate direct threat analysis is performed in compliance with the ADA. Individualized assessments must be conducted utilizing applicable provisions of the ADA and factors delineated by the EEOC.
  • Manages the interactive process for employees and applicants who request an accommodation to enable them to perform the essential functions of their position or during the selection process. Resolves complex disability issues in compliance with all applicable laws, regulations and WMATA policies to minimize legal liability for the Authority. Ensures accommodation determinations comply with protocols relating to relevant WMATA policies, procedures and collective bargaining agreements.
  • Provides technical and strategic disability compliance direction to WMATA's senior managers and executive management team as well other internal stakeholders. Recommends key disability inclusion strategies that are aligned with WMATA, Internal Business Operations (IBOP) and OHAW strategic goals.
  • Develops policies, processes and protocols that govern WMATA's disability compliance activities and reviews them to ensure that activities remain in compliance with new case law and industry standards. Provides clear, concise and transparent guidance to employees, supervisors and managers to ensure that employees with disabilities are empowered to perform at their highest possible level.
  • Maintains detailed records, data, and metrics regarding the reasonable accommodation process for applicants and employees with disabilities for internal and external reporting purposes. Ensures compliance with federal recordkeeping requirements and that activities meet service level agreements outlined in internal standard operating procedures. Utilizes interactive process tracking software to maintain and monitor data and metrics associated with the ADA reasonable accommodation and Nursing Mothers programs. .

Other Functions
  • Works with various departments to review manpower availability and selects an appropriate number of work orders for scheduling.
  • Assist in conducting physical inventory of any new or rehabilitated equipment, recording inventory data into the asset management system (i.e. Maximo), and coordinating equipment numbers and serial numbers. Performs inventory induction process, which may involve accessing equipment on or underneath railcars.
  • Optimizes maintenance scheduling analysis by assisting in the gathering of interdepartmental data by running SQL queries and developing reports for maintenance and operation offices.
  • Prepares scheduled maintenance projections for budget planning purposes.
  • Assists Maintenance Planners with procurement of needed parts for kitted jobs, and ensure all non-stock parts are ordered with sufficient lead time to ensure timely delivery at staging for various scheduled work.
  • Visit the field to assure that all job plan steps are being complied with.
  • Serves as backup and support for other Maintenance Planning and Scheduling personnel when they are absent due to vacation, sickness, or special projects.
  • Collaborates with WMATA's internal departments including Quality, Engineering, and all respective maintenance departments.
  • Trains other staff members in work methods and procedures.
