Finance and Sponsored Research AdministratorThe Terrorism, Transnational Crime and Corruption Center (TraCCC) at George Mason University's Schar School of Policy and Government seeks an energetic, well-rounded professional to serve as Finance and Sponsored Research Administrator. TraCCC is one of the major research centers in the Schar School.George Mason University has a strong institutional commitment to the achievement of excellence and diversity among its faculty and staff, and strongly encourages candidates to apply who will enrich Mason's academic and culturally inclusive environment.Position Summary:Under the supervision of the TraCCC Director, the Finance and Sponsored Research Administrator will be part of TraCCC's administrative team for funded research. The Finance and Sponsored Research Administrator will manage all financial operations within TraCCC on the Arlington campus, will serve as the coordinator for all TraCCC fiscal services, and will work closely with the associated staff within the Schar School and George Mason University.The successful candidate will support the growing work of TraCCC programs, staff, and faculty, managing and handling a range of financial responsibilities to ensure smooth operations. In particular, the Finance and Sponsored Research Administrator will focus on TraCCC's newest program (DAC) which has $9.9m in funding. Once this project is successfully established, the Finance and Sponsored Research Administrator's portfolio will expand to include similar tasks for other major projects (GTTAC, HIT, etc.).Responsibilities:Sponsored Research Administration:Manage the preparation and submission of proposals, including developing pre- and post-award budgets, interpreting grant parameters to ensure compliance with sponsor and University policies, and advising on allowable costs;Establish procedures for coordinating across multiple conjoined grants used for a single program, and execute those procedures, and be available to consultants and sub awardees bound by the multiple agreements that will result;Manage monthly monitoring and analyses of awards for principal investigators to ensure expenses are paid according to contract and government regulations within budget limit and timelines. Monitor funding shortfalls and develop plans for contingencies;Monitor expenditures, account balances and receivables, and perform financial projections;Lead the preparation of grant reports and analysis for use in planning and decision-making;Serve as a resource to faculty, students, and staff on the University's sponsored fiscal policies and procedures;Clearly communicate and interpret sponsored and/or University guidelines and polices to faculty, staff, and students; andCollaborate with OSP to coordinate internal review of sponsored proposal submissions. Set up new sponsored accounts, maintain accurate financial records, verify payroll allocations, prepare financial reports, participate in audit process (as needed), and close out projects and grant agreements.Financial Management:Conduct the analysis of critical and complex financial management questions;Create and run reports from a variety of systems and data sources to provide financial analysis, metrics, and data to support decision-making across the Center;Monitor and reconcile monthly general ledger reports; identify accounting discrepancies and prepare journal adjustments; maintain system of backup documentation;Contribute to the annual budget and year-end closing processes;Process and/or approve financial and payroll transactions, including foreign currency transactions, wires, and journals;Assist project teams to establish all documentation for hire of consultants, payment of honoraria, within the US and internationally; andWork closely with other senior finance staff to analyze and evaluate financial results, conducting analyses to respond to ad-hoc queries and strategic requests to inform decision making at TraCCC.Additional Duties:Support and develop the core systems and processes needed for efficient research administration and financial operations across TraCCC;Develop and lead trainings for administrative staff and other stakeholders on financial management and research administration systems, processes, and policies;Manage assigned projects to completion, including developing and vetting project plans, tracking action items, performing project tasks, and preparing analyses and reports;Assure financial compliance with University policies and procedures; andOther responsibilities as required.Required Qualifications:Bachelor's degree or an equivalent combination of education and experience;Considerable progressive research administration, grants management, and/or finance experience including all areas of research administration, grant management, and finance;Demonstrated ability to effectively manage financial resources, conduct complex financial analyses, and monitor and balance budgets for projects and grants;Proficiency with Excel, ability to navigate enterprise applications, adaptability with web-based tools, and data research skills; andKnowledge of financial management, sponsored research, and federal government procedures, practices, and regulations.Preferred Qualifications:Knowledge of, and past performance with the Banner system;A broad base of experiences is most useful in this position;Experience applying Mason regulations and procedures to United States Government (USG) projects; andInternational experience, work with NGOs and/or Spanish language fluency or competence.
