Responsibilities & Qualifications

RESPONSIBILITIES
  • Demonstrated ability for oral and written communication with the highest levels of management;
  • Demonstrated excellence in planning, directing, and managing projects/operations in an organization similar in size.
  • Demonstrated successful working knowledge and supervision of employees of various labor categories and skills in efforts similar in size and scope as referenced under this TO.
  • Receive work requests from the Contracting Officer's Representative (COR) and/or Government Project Leads (GPL).
  • Clarify the scope of work requests with the Contracting Officer's Representative (COR) and/or Government Project Leads (GPL).
  • Develop and maintain project plans to track each of the major initiatives within the NCSC Program.
  • Estimate the resources and time required to complete the work.
  • Obtain approval from the Contracting Officer's Representative (COR) to start work.
  • Allocate work to contractor staff.
  • Identify and resolve all project-related technical and managerial issues.
  • Report on the progress of performed work and the use of staff resources.
  • Report on any risks of not meeting deadlines and/or operational shortfalls of the services provided by the contractor.
  • Obtain Contracting Officer's Representative (COR) sign off on deliverables.
  • Leverage Service Level Agreements (SLA) and Service Level Objectives (SLO) to ensure adequate service performance and availability.

REQUIRED QUALIFICATIONS
  • Bachelor's degree in Computer Science, Cybersecurity, or a related field. Advanced degrees or certifications in cybersecurity management are preferred.
  • Proven experience in managing cybersecurity programs, preferably in a large and complex organization.
  • Strong knowledge of cybersecurity frameworks, industry standards, and best practices (e.g., NIST, ISO 27001).
  • Familiarity with relevant laws, regulations, and compliance requirements pertaining to cybersecurity (e.g., FISMA, HIPAA, GDPR).
  • Excellent leadership and project management skills, with the ability to lead cross-functional teams and drive successful program outcomes.
  • Strong analytical and problem-solving abilities, with the capacity to assess risks and develop effective mitigation strategies.
  • Excellent communication and interpersonal skills, with the ability to effectively engage with stakeholders at all levels of the organization.


The Program Manager must possess and maintain one or more of the following certifications or equivalent industry certifications.
  • PMI Program Management Professional (PgMP)
  • PMI Project Management Professional (PMP)
  • PMI Portfolio Management Professional (PfMP)
  • PMI Agile Certified Practitioner (PMI-ACP)
  • Projects in Controlled Environments - PRINCE2 Practitioner
  • Scrum Alliance Certified Scrum Professional - ScrumMaster (CSP-SM)

The Program Manager must possess and maintain one or more of the following technical certifications or equivalent industry certifications.
  • ISC2 Certified Information Systems Security Professional (CISSP)
  • ISC2 Information Systems Security Architecture Professional (ISSAP)
  • ISC2 Certified Cloud Security Professional (CCSP)
  • ISACA Certified Information System Manager (CISM)
  • ISACA Certified Information System Auditor (CISA)
  • GIAC Security Leadership Certification (GSLC)

As the Program Manager, you will play a crucial role in designing, implementing, and managing comprehensive cybersecurity initiatives to protect NOAA's critical infrastructure, systems, and data from potential cyber threats.
