Job Summary
Aptive Resources is seeking an experienced and enthusiastic Program Manager to support federal agency work in leading comprehensive, international strategic communications efforts. This role will provide oversight of both content and functionality of websites (including enhancement of the user experience) and social media presence for federal agencies. Additional responsibilities include the development of comprehensive communication plans; stakeholder outreach and engagement efforts; and development of internal training for government employees relevant to job tasks and professional development.
In this role you will have overall management of the contract team, including full-scope communications planning and tactics and the allocation of resources. The Program Manager will work directly with client stakeholders to provide outstanding customer service and support and must be able to think quickly, respond to arising challenges, and make course alterations, as needed.
This is a senior level, full-time position located in Tysons Corner, VA.

Primary Responsibilities
- Coordinates with federal leadership and in the implementation of contractual requirements
- Provides oversight of strategic communications project plans and ensures the quality assurance standards for adherence to the contract requirements federal agency branding guides.
- Works with federal and contract personnel to plan and implement all communications-related requirements and oversee the development and maintenance of the annual Strategic Communications Planning document.
- Provide key guidance on all operational functions of the Strategic Communications Contract
- Serve as primary point of contact for government stakeholders
- Support and ensure the team operates effectively and is appropriately right sized
- Effectively mentor, coach, and evaluate team members
- Oversee program budget and resources
- Organize and facilitate meetings and events, including developing detailed agendas, capturing meeting minutes, defining meeting outcomes, and tracking action items
Minimum Qualifications
- 10 years' experience that includes managing operations of a large, complex strategic communications program including the supervisory oversight and management of a dynamic public affairs website.
- Master's degree in business, communications, journalism, media relations, public affairs, strategic communications, or strategic planning. In lieu of a master's degree, a bachelor's degree in one of the above disciplines and an additional 5 years' experience may be substituted.
- Demonstrated experience providing technical direction and managing large multi-task projects of high complexity, designing, implementing and managing strategic communications and public affairs campaigns across traditional and social media.
- Proven experience in completion of projects within estimated timeframes and budgets, ability to coordinate efforts across the team and the program to complete complex tasks and meet customer requirements. Examples include conducting studies and analyzing findings, team development, management and productivity improvement, as well as long-range planning including advising on proposed reorganizations or realignment of functions, and developing processes and directives covering varying aspects of a strategic communications operation
- Legal authorization to work in the United States
- Proven experience leading teams in a remote environment
Desired Qualifications
- Experience with international audiences and global communications initiatives
- Prior experience working with Department of Homeland Security and Immigration and Customs Enforcement
- Ability to conduct comprehensive research and analysis
- Ability to develop white papers, briefing materials, and to make oral presentation of these materials to all levels of management
- Ability to educate and inform senior federal management on various communication planning alternatives
- Clear supervisory leadership skills of a contract team, as well as technical website direction, expertise and guidance
- Ability to review, synthesize and prepare highly technical, sensitive and complex documents, briefing materials, management directives and correspondence.
- Outstanding verbal and written communication skills
- Capable self-starter with a drive to complete work with a high attention to detail and in a timely manner
- Familiarity with project management software, such as Jira and MS Planner
- Ability to manage competing deadlines and recommend course corrections to the customer
- Excellent time management skills
