We are looking for a highly organized, detail-oriented, self-motivated, and accountable individual who is honest and trustworthy to support our private stormwater management facility enforcement program. This individual will work within the Inventory and Inspections Section of the Stormwater Facilities Branch and will be responsible for the compliance and enforcement program for all privately maintained stormwater management facilities in Fairfax County. Works closely with Land Development Services (LDS) to pursue enforcement of maintenance, where necessary. Oversees and manages branch BOA contracts (task orders) and purchase order tracking mechanisms.

Other duties include:
  • Conducts stormwater facility inspections to verify compliance with applicable requirements of the Virginia Stormwater Management Program and Virginia Erosion and Sediment Control laws, codes and ordinances as well as design standards and specifications of stormwater best management practices (BMPs).
  • Issues notification, follow up, and if necessary, enforcement correspondence to facility owners regarding county inspection findings to ensure corrective actions are taken.
  • Provides input and technical support to the Section Chief on issues such as research, protocol development, inter-agency coordination and regulatory/code compliance analysis.
  • Performs highly technical data collection, management and reporting.
  • Interprets site plans, topographic maps and construction drawings as they relate to stormwater management.
  • May plan, monitor, schedule, budget, coordinate, and manage the work of consultants and construction contractors carrying out construction, renovation and maintenance projects on stormwater facilities.
  • Responds to public inquires, develops and conducts public outreach and educational activities working closely with industry and other governmental agencies.
  • Adheres to established safety procedures and performs emergency response and other duties as assigned.


Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from a four-year college or university with a bachelor's degree in Civil Engineering, Landscape Architecture, Environmental or Life Sciences, Construction Management, Business Administration, Facilities Management or related field; plus four years of progressively responsible experience in the supervision or management of construction or maintenance projects, including at least two years of experience in contract administration.
CERTIFICATES AND LICENSES REQUIRED:
  • Valid driver's license
  • DEQ Erosion & Sediment Control Combined Administrator certification, Sediment Control Reviewer certification and/or Sediment Control Inspector certification - completion of first required training class within 12 months of hire and certification required within 12 months of date of completion of first required class.
  • DEQ Stormwater Management Project Inspector and/or Stormwater Plan Reviewer certification - completion of first required training class within 12 months of hire and certification required within 12 months of date of completion of first required class.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check and driving record check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:
  • Two years progressively responsible experience in performing stormwater facility inspections, maintenance, or enforcement.
  • Detailed knowledge and understanding of local, state, and federal codes, policies and regulations relating to design, maintenance and enforcement of stormwater management facilities.
  • Two years progressively responsible experience interpreting code requirements and contract specifications.
  • Intermediate experience and proficiency using Microsoft Office software (Word, Excel, and PowerPoint).
  • Excellent written and verbal communication skills, which effectively convey policies and technical issues affecting program goals, in a clear, concise manner.

PHYSICAL REQUIREMENTS:
Hardhat, eye protection, hearing protection, safety footwear, long pants, and sleeved shirt. All duties performed with or without reasonable accommodations.
