Job Announcement

As the Enterprise GIS Data Architect leading the GIS Data Management team, this position is responsible for supervising and overseeing the management of the County GIS enterprise database and the data stored within it. This position oversees the day-to-day operation of the County GIS enterprise database ensuring the geodatabase is maintained and performing optimally. In addition to setting standards and managing data systems, this position works closely with agencies and other divisional branches to provide expert consulting and support for data related initiatives. The Enterprise GIS Data Architect will have an in-depth knowledge of GIS and business system interoperability and conduct advanced technical tasks for new and existing systems. The architect will also analyze and implement data maintenance workflows to improve county efficiency. Acts as a key advisor on geo-enabling County systems and operations. Duties for this position include the following:

  • Assists GIS Director in strategic planning and project management.
  • Acts as a member of the GIS management team to assist in managing office affairs.
  • Acts as project manager and/or project technical lead for data conversion and acquisition projects.
  • Sets and governs standards for GIS data development and implementation.
  • Contacts/consults with new and experienced County users in data development efforts including design, implementation, and maintenance of County inter-agency data flow and database synchronization efforts as well as developing and maintaining the GIS database schema and associated documentation.
  • Prepares data (vector, raster, imagery) for use by County personnel.
  • Designs, develops, documents, and implements procedures for the maintenance of spatial data within the County’s GIS database.
  • Monitors the GIS database for proper performance and collaborates with County IT to ensure the overall health of the GIS database system.
  • Develops automated processes using Python and SQL for data processing and maintenance.
  • Ensures the overall quality of the data within the GIS database using tools and/or scripts and making recommendations for improvements and implementing those recommendations.
  • Manages and/or participates in complex projects to develop spatially based solutions for complex business problems in response to agency requests or needs.
  • Leads on governance committees for implementing standards for enterprise GIS data, web, and mobility.
  • Liaises with vendors and regional partners on data modelling and GIS data related procedures.
  • Develops applications, maps, and dashboards using ArcGIS Online and ArcGIS Enterprise.
  • Supervises team member and contractors.


Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Possession of a bachelor's degree in computer science or a related field; plus five years of experience in systems design, development, programming and maintenance, and/or project or program management experience or equivalent in a complex information systems environment and supervisory experience of internal staff and vendors/contractor staff, and /or experience in matrix management environment in a complex organization.

NECESSARY SPECIAL REQUIREMENTS:
The appointee is required to complete a criminal background check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:
Ten years of GIS project experience, including five years with a large multi-user geographic information system and using advanced level spatial analysis (e.g, network analysis, 3D). Supervisory experience. Experience with ArcGIS Enterprise, ArcGIS Online, and ArcGIS Pro and extensions including Spatial Analyst and Geostastical Analyst. Database experience (e.g., SQL queries, Entity Relationship diagram creation) including Esri Spatial Databases, MS SQL Server, and SQL Server Management Studio and developing scripts in SQL and Python. Project management experience. Excellent organizational skills. Excellent verbal and written communication skills. Ability to work well with others in a team environment and to work independently with little supervision.

PHYSICAL REQUIREMENTS:
Work is generally sedentary, performed in a normal office environment. Should be able to lift paper rolls to reload plotters/printers. Roll weight is less than 50 pounds. Ability to operate keyboard driven equipment. All duties are performed with or without reasonable accommodation.
