The Fairfax County Department of Public Works and Environmental Services (DPWES), Solid Waste Management Program (SWMP), seeks a professional, detailed-oriented Human Resources Assistant to support SWMP employees. Under general supervision, this position is responsible for performing an array of human resources administrative support, including preparing and processing paperwork, filing, payroll, recruitment process support, preparing reports, and maintaining records.

Please review our awesome benefits:This position will be assigned to work in the Fairfax County Government Center; however, the incumbent may be periodically assigned to work at one of the SWMP field locations in Fairfax County.

The Human Resources Assistant supports the SWMP workforce, as follows:

  • Prepares and processes Position Control Forms (PCFs) and Personnel Action (PA) requests through FOCUS (the County’s internal system) for a broad range of personnel transactions (e.g. appointments, transfers, promotions, demotions, reclassifications, separations, retirements, data changes).
  • Resolves non-routine PA processing policy/procedure issues with interpretation from appropriate resources.
  • Independently determines the appropriate policies and procedures to be followed related to processing payroll documents.
  • Uses FOCUS for auditing time entry and complex payroll processing, and oversees the preparation of routine payroll processing.
  • Researches and resolves payroll issues related to overtime, leave, etc. to ensure employees are paid accurately and on time.
  • Assists with new hire paperwork and onboarding activities.
  • Maintains employee files.
  • Provides recruitment process support. Inputs job requisitions into NEOGOV; assists with proofreading job announcements; creates interview packets; schedules interviews; coordinates interview process; reviews recruitment files for documentation and completion.
  • Assists with non-merit recruitment.
  • Tracks positions requiring credit checks and criminal background checks.
  • Contributes to updating position descriptions.
  • Ensures necessary documents are submitted timely from applicants, employees, and managers.
  • Assists employees and managers with employment-related questions.
  • Makes recommendations for HR process & procedure improvements.
  • Helps with HR-related projects.
  • Compiles HR-related information and prepares reports.
Note: The assigned functional area of this position is human resources.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience and training equivalent to high school graduation and three years of experience providing administrative support in the assigned functional area(s).

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:
  • Proficiency in the use of Microsoft Office Suite computer software (Word and Excel).
  • At least one year of full-time work experience in at least two of the following areas: filing, payroll, recruitment, record keeping, inputting time and attendance, running and tracking reports.
  • Three or more years of customer service experience.
  • One or more years of experience working for local, state, or federal government in an administrative setting.
PHYSICAL REQUIREMENTS:
Position is generally sedentary, but mobility is required. General mobility required to perform tasks. Ability to communicate effectively, both written and in person. Ability to operate office and keyboard-driven equipment. Ability to lift items weighing up to 25 pounds without assistant. All duties performed with or without reasonable accommodations.
